17+AN ACT
1618 Relating to municipal officials; to require certain
1719 officials to participate in training; and to provide for the
1820 creation of a training course.
1921 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2022 Section 1. (a) Beginning January 1, 2025, each
2123 individual elected to serve as mayor or as a member of the
2224 governing body of any municipality shall enroll in,
2325 participate in, and satisfactorily complete, during each year
2426 of their first elected term that commences after January 1,
2527 2025, a training course that meets the requirements of
2628 subsection (b).
2729 (b) A training course shall consist of at least 10
2830 hours and shall include instruction in each of the following
2931 subjects:
3032 (1) The general powers of municipalities.
3133 (2) The duties of mayors and governing bodies of
3234 municipalities.
3335 (3) Ethics.
3436 (4) Annexations.
3537 (5) The authority to expend municipal funds.
36-(6) Parliamentary procedure.
37-(7) Conflicts of interest.
38-(8) Legislative advocacy.
39-(9) Liability.
40-(10) Public records.

8385 (c) Any individual who has successfully completed the
8486 Certified Municipal Official Program administered by the
8587 Alabama League of Municipalities shall be exempt from the
8688 requirements of subsection (a).
8789 Section 2. Beginning January 1, 2025, each individual
8890 elected or appointed to serve as mayor or as a member of the
8991 governing body of any municipality who has already completed
9092 the training required by Section 1 shall enroll in,
9193 participate in, and satisfactorily complete, annually, at
9294 least five hours of continuing education courses pertaining to
9395 any of the subjects listed in Section 1.
94-Section 3. Any training provided pursuant to this act
95-shall be developed in consultation with the Alabama Ethics
96-Commission, the Attorney General's Office, and the Department
97-of Examiners of Public Accounts.
98-Section 4. (a) All expenses incurred by an individual

126+Section 3. Any training provided pursuant to this act
127+shall be developed in consultation with the Alabama Ethics
128+Commission, the Attorney General's Office, and the Department
129+of Examiners of Public Accounts.
128130 Section 4. (a) All expenses incurred by an individual
129131 related to any training required by this act, including, but
130132 not limited to, the cost of the training and the reasonable
131133 costs of lodging, travel, and meals, shall be paid from the
132134 general fund of the municipality.
133135 (b) This act shall apply to all municipalities
134136 incorporated under Title 11 of the Code of Alabama 1975.
135137 Section 5. This act shall become effective on January
136138 1, 2025.
