19 | 21 | BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: | |
20 | 22 | Section 1. (a) Beginning January 1, 2025, each | |
21 | 23 | individual elected to serve as mayor or as a member of the | |
22 | 24 | governing body of any municipality shall enroll in, | |
23 | 25 | participate in, and satisfactorily complete, during each year | |
24 | 26 | of their first elected term that commences after January 1, | |
25 | 27 | 2025, a training course that meets the requirements of | |
26 | 28 | subsection (b). | |
27 | 29 | (b) A training course shall consist of at least 10 | |
28 | 30 | hours and shall include instruction in each of the following | |
29 | 31 | subjects: | |
30 | 32 | (1) The general powers of municipalities. | |
31 | 33 | (2) The duties of mayors and governing bodies of | |
32 | 34 | municipalities. | |
33 | 35 | (3) Ethics. | |
34 | 36 | (4) Annexations. | |
35 | 37 | (5) The authority to expend municipal funds. | |

86 | 88 | requirements of subsection (a). | |
87 | 89 | Section 2. Beginning January 1, 2025, each individual | |

89 | 91 | governing body of any municipality who has already completed | |
90 | 92 | the training required by Section 1 shall enroll in, | |
91 | 93 | participate in, and satisfactorily complete, annually, at | |
92 | 94 | least five hours of continuing education courses pertaining to | |
93 | 95 | any of the subjects listed in Section 1. | |
94 | - | Section 3. Any training provided pursuant to this act | |
95 | - | shall be developed in consultation with the Alabama Ethics | |
96 | - | Commission, the Attorney General's Office, and the Department | |
