15	15	SYNOPSIS:
16	16	This bill would provide that in a Class 1
17	17	municipality, a student who transfers from one public
18	18	K-12 school to another shall be enrolled in classes and
19	19	may participate in activities, including athletic
20	20	activities, in the same manner as all other students.
21	21	This bill would also prohibit public K-12
22	22	schools in a Class 1 municipality from denying, or from
23	23	being a member of any athletic association that denies,
24	24	a student's participation in an athletic activity based
25	25	on when he or she transferred to that school.

27	27	TO BE ENTITLED
28	28	AN ACT
29	29	Relating to Class 1 municipalities; to require students
30	30	who transfer from one public school in a Class 1 municipality
31	31	to another to be enrolled in classes and eligible for
32	32	participation in activities in the same manner as all other
33	33	students; and to provide prohibitions relating to the denial
34	34	of transfer student participation in athletic events.
35	35	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

66	66	Section 1. (a) This section shall only apply to Class 1
67	67	municipalities.
68	68	(b) For the purposes of this section, the following
69	69	terms have the following meanings:
70	70	(1) ATHLETIC ACTIVITY. The same meaning as Section
71	71	16-30D-2, Code of Alabama 1975.
72	72	(2) SCHOOL. A public K-12 school in a Class 1
73	73	municipality.
74	74	(c)(1) Beginning with the 2025-2026 school year, any
75	75	student who transfers from one school to another school shall
76	76	be enrolled in classes and may participate in activities,
77	77	including athletic activities, at the school to which he or
78	78	she transferred in the same manner as all other students
79	79	enrolled at that school.
80	80	(2) No public K-12 school may deny, nor be a member of
81	81	an athletic association that denies, student participation in
82	82	or eligibility for an athletic activity at the school where
83	83	the student is enrolled based on the date in which he or she
84	84	transferred to or enrolled in that school.
85	85	Section 2. This act shall become effective on October
86	86	1, 2024.
