1515 SYNOPSIS:
1616 This bill would require law enforcement officers
1717 in this state to complete a program of sensitivity
1818 training. This bill would also require law enforcement
1919 agencies to engage in efforts to recruit social workers
2020 licensed at the clinical level of practice to be law
2121 enforcement officers. This bill would require law
2222 enforcement officers who carry firearms to also carry a
2323 non-lethal weapon.

2626 AN ACT
2727 Relating to law enforcement; to require law enforcement
2828 officers in this state to complete a program of sensitivity
2929 training; to require law enforcement agencies to engage in
3030 efforts to recruit social workers licensed at the clinical
3131 level of practice to be law enforcement officers; and to
3232 require law enforcement officers who carry firearms to also
3333 carry a non-lethal weapon.
3434 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3535 Section 1. (a) The Alabama Peace Officers' Standards
3636 and Training Commission shall require a program of sensitivity

6666 and Training Commission shall require a program of sensitivity
6767 training to be included in any law enforcement officer academy
6868 course of study. The sensitivity training program shall be
6969 developed in collaboration with the Alabama Chapter of the
7070 National Association of Social Workers or a similar
7171 organization.
7272 (b) Certified law enforcement officers in this state
7373 shall be required to complete and report earned hours of
7474 continuing education courses in sensitivity training to the
7575 commission.
7676 (c) Commencing January 1, 2025, all law enforcement
7777 officers certified by the commission shall be required to
7878 complete a program of sensitivity training described in
7979 subsection (a). The training shall do all of the following:
8080 (1) Include focus on social, ethnic, and racial bias,
8181 cultural competency and diversity, and law enforcement
8282 interaction with minorities, the disabled, the mentally ill,
8383 unlawfully present aliens, and other populations.
8484 (2) Provide instruction on situational assessment,
8585 decision-making, and alternative de-escalation tactics that
8686 will better equip law enforcement officer to handle difficult
8787 socially volatile situations.
8888 (d) The commission shall establish rules and policies
8989 to ensure compliance with this section.
9090 (e) The commission shall submit a report regarding
9191 compliance to the Speaker of the House of Representatives and
9292 the President Pro Tempore of the Senate on or before the first
9393 day of each regular session of the Legislature.
9494 Section 2. Commencing on January 1, 2025, state and

124124 Section 2. Commencing on January 1, 2025, state and
125125 local law enforcement agencies shall engage in efforts to
126126 recruit social workers licensed at the clinical level of
127127 practice into the law enforcement officer workforce. The
128128 social workers shall complete all necessary standards and
129129 training to become sworn officers of the law. Licensed social
130130 workers that become law enforcement officers shall assist law
131131 enforcement agencies and first responding agencies in all of
132132 the following areas to aid in the mitigation of high intensity
133133 situations:
134134 (1) Human behavior in social environments.
135135 (2) Crisis intervention.
136136 (3) Diversity.
137137 (4) Ethics.
138138 (5) Diagnostic impression, assessment, and opinion
139139 expertise.
140140 Section 3. A uniformed law enforcement officer who
141141 carries a firearm also shall carry a non-lethal weapon and
142142 shall be trained in the appropriate use of that non-lethal
143143 weapon.
144144 Section 4. This act shall become effective on October
145145 1, 2024.
