1515 SR____ ESTABLISHING A LEGISLATIVE STUDY COMMISSION TO STUDY
1616 K-12 SCHOOL EDUCATION FUNDING.
1717 WHEREAS, On April 30, 2024, the Governor signed
1818 SJR61, enacted as Act 2024-128, requiring the Legislature of
1919 Alabama to conduct a study on modernizing K-12 education
2020 funding; and
2121 WHEREAS, Act 2024-128 provides compelling reasons
2222 that justify the need for a legislative study on modernizing
2323 K-12 education funding, including a need for greater
2424 flexibility in the coordination of state education funding
2525 priorities with the local needs of students, teachers, and
2626 administrators, and whether this need could be better served
2727 by transitioning from a resource-based funding model to one
2828 that is student-based and provides greater flexibility; and
2929 WHEREAS, this body finds that the members of the
3030 Finance and Taxation Education Standing Committee of the
3131 Senate, along with members of the Ways and Means Education
3232 Standing Committee of the House of Representatives, are in
3333 the best position to undertake this study; now therefore,
3434 BE IT RESOLVED BY THE SENATE OF THE LEGISLATURE OF
3535 ALABAMA, That the Legislative Study Commission on
3636 Modernizing K-12 School Education Funding is created to
3737 study modernizing the current K-12 school funding model.

6666 study modernizing the current K-12 school funding model.
6767 (a) The Legislative Study Commission on Modernizing
6868 K-12 School Education Funding shall be comprised of all
6969 members of the Senate Finance and Taxation Education
7070 Standing Committee, along with all members of the House of
7171 Representatives Ways and Means Education Standing Committee.
7272 (b) The legislative study commission shall focus on
7373 the possibility of transitioning from a resource-based model
7474 of education funding to a model that provides greater
7575 flexibility and is based on the specific needs of students.
7676 The work of the legislative study commission may include,
7777 but not be limited to:
7878 (1) Studying the projected costs and budget impact of
7979 a transition.
8080 (2) Studying the associated changes in the tax and
8181 revenue framework that may be required to fund and maintain
8282 a transition.
8383 (3) Studying the changes in law required to adopt a
8484 model of student-based education funding.
8585 (4) If a specific pathway to modernize education
8686 school funding is endorsed by the legislative study
8787 commission, developing proposed legislation to effect the
8888 transition.
8989 (c) The chair of the Senate Finance and Taxation
9090 Education Standing Committee shall serve as a cochair along
9191 with the chair of the House of Representatives Ways and
9292 Means Education Standing Committee. Meetings shall be held
9393 at the call of either cochair as necessary to conduct
9494 business.

125125 (d) The Fiscal Division of the Legislative Services
126126 Agency, the Clerk of the House of Representatives, and the
127127 Secretary of the Senate shall provide administrative and
128128 other assistance for the work of the legislative study
129129 commission as necessary.
130130 (e) Pursuant to Section 36-14-17.1, Code of Alabama
131131 1975, the Legislative Study Commission on Modernizing K-12
132132 School Education Funding shall provide to the Secretary of
133133 State a notice of all meetings, the name of each member
134134 serving on the legislative study commission, and a copy of
135135 all reports and written recommendations produced throughout
136136 the duration of the legislative study commission.
137137 (f) Members of the legislative study commission shall
138138 be entitled to their legislative compensation, per diem, and
139139 travel expenses for each day they attend a meeting of the
140140 legislative study commission pursuant to Section 49 of the
141141 Constitution of Alabama of 2022.
142142 (g) The Legislative Study Commission on Modernizing
143143 K-12 School Education Funding shall prepare a report of its
144144 findings, conclusions, and recommendations for any proposed
145145 legislation, as it deems appropriate, to the Legislature no
146146 later than February 1, 2025, at which time the legislative
147147 study commission shall stand dissolved and discharged of any
148148 future duties.
