Relating to public investments; to require the State Treasurer and the Boards of Control of the Retirement Systems of Alabama and the Judicial Retirement Fund to establish and maintain a list of certain companies owned or controlled by Chinese military or government services and designated by the U.S. government as companies with whom U.S. citizens are restricted from entering into transactions; to make this list available to the public; to prohibit the State Treasurer and the Boards of Control of the Retirement Systems of Alabama and the Judicial Retirement Fund from acquiring direct holdings in publicly traded securities of a listed company, and requiring the sale, redemption, divestment, or withdrawal of all direct holdings in publicly traded securities of a listed company within 180 days after the company becomes a listed company; and to define terms.
Relating to commercial driver licenses; to require the Alabama State Law Enforcement Agency to issue a Hazardous Materials Endorsement in certain circumstances.
Relating to Motor Vehicle Registrations and to the USS Alabama Battleship Commission; to amend Section 32-6-55, Code of Alabama 1975; to allow former and current chairs of the USS Alabama Battleship Commission to use the USS Alabama Battleship Commission distinctive license tag; to require that the commission annually certify to the Department of Revenue a list of those individuals eligible for the distinctive license tag.
Relating to consumption of fishes; to require the State Health Officer to issue advisories concerning fish consumption and to establish a panel to advise on and discuss this issue; to require the Department of Environmental Management to test fishes for pollutants and post signage at water bodies notifying of an active fish consumption advisory; to require the Department of Conservation and Natural Resources to notify fish license purchasers of all active advisories; and to require holders of National Pollution Discharge Elimination System permits to post signage identifying outfalls.
Relating to public works contracts; to amend Sections 39-1-1, 39-2-1, 39-2-2, and 39-2-6, Code of Alabama 1975, to increase the threshold dollar amount for which competitive bidding is generally required; to further provide for certain notice procedures; to authorize the publication of notice by electronic means; to authorize the use of electronic sealed bids; to authorize certain statutory dollar amounts to be increased based on increases in the Consumer Price Index; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
Relating to dam safety; to provide for the inspection of certain dams and reservoirs by an engineer; to require certain dam owners to develop emergency action plans; and to require these dam owners to notify their local emergency management agency of any new dam construction or enlargement.
Relating to contracts for professional services; to amend Section 41-4-133, Code of Alabama 1975, as last amended by Act 2022-357, to provide for the procurement of certain professional service contracts based on competitive, qualification-based policies and procedures; to provide for the advertisement of such contracts; and to subject such contracts to a fee schedule established by the Division of Construction Management of the Department of Finance, with exception.
Relating to Central Bank Digital Currency; to prohibit governmental agencies from using this type of currency as payment and from participating in testing the use of this currency by the Federal Reserve.
