Relating to dam safety; to provide for the inspection of certain dams and reservoirs by an engineer; to require certain dam owners to develop emergency action plans; and to require these dam owners to notify their local emergency management agency of any new dam construction or enlargement.
Relating to athletic associations; to require an athletic association's contracts be reviewed by the Contract Review Permanent Legislative Oversight Committee; and to prohibit public K-12 schools from membership in athletic associations under certain circumstances.
Relating to political action committees; to amend Section 17-5-15, Code of Alabama 1975, to permit PACs to make contributions to political parties in certain circumstances.
Regarding non-merit system state employees; to amend Section 36-26-10, Code of Alabama 1975, to further provide for the number of exempt service employees allowable in each department or agency.
Relating to the Alabama Department of Economic and Community Affairs; to authorize the department to distribute funds appropriated for that purpose to any government or private entity to accomplish the design, construction, and installation of a replica of the Saturn 1B Rocket or similar structure at the northernmost Interstate 65 rest stop in the state, if the original rocket located at the Interstate 65 Ardmore Welcome Center in Elkmont, Alabama is beyond restoration or repair; and to allocate funding under the department's Planning Program.
Relating to the Alabama Women's Tribute Statue Commission; to add Section 41-9-338.4, Code of Alabama 1975, to exempt the commission from the public works competitive bid laws.
