17+SYNOPSIS:
18+Under existing law, dual enrollment programs
19+offered by local community colleges are only available
20+to eligible high school students who are enrolled in
21+partnering K-12 local education agencies.
22+This bill would require dual enrollment courses
23+offered by local community colleges and approved for
24+dual credit by the State Department of Education to be
25+available to eligible high school students through all
26+local education agencies.
27+This bill would require each local education
28+agency to award high school credit for completion of
29+approved dual enrollment courses regardless of whether
30+the local education agency incorporates dual enrollment
31+courses into its standard curriculum.
32+This bill would also further provide for the
33+requirements for students to enroll in dual enrollment
34+courses.

1937 AN ACT
2038 Relating to education; to extend the availability of
21-approved dual enrollment courses offered by local community
22-colleges and universities to high school students enrolled in
23-all local education agencies; to require each local education
24-agency to recognize and award high school credit for the
25-passing of approved dual enrollment courses; and to further
26-provide for the requirements for students to enroll in dual
27-enrollment courses.
28-BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
29-Section 1. (a) For the purposes of this section, the
30-following terms have the following meanings:
31-(1) LOCAL COMMUNITY COLLEGE. A two-year community or
32-technical college under the purview of the Alabama Community
33-College System whose service area includes the area where the
34-local high school or local education agency is located, as
35-determined by the Alabama Community College System.
36-(2) LOCAL EDUCATION AGENCY. A county or city school
37-system operating public K-12 schools.
38-(3) UNIVERSITY. A four-year public institution of
39-higher education.

76+BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
77+Section 1. (a) For the purposes of this section, the

7086 (b)(1) A local education agency, upon the request of a
7187 parent or legal guardian, shall permit an enrolled high school
7288 student to enroll in any dual enrollment course that is
73-offered by a local community college or university and
74-approved for dual credit by the State Department of Education.

7591 (2) The granting of permission does not obligate a
7692 local education agency to incorporate any dual enrollment
7793 course into its standard curriculum. The local education
78-agency shall recognize and award high school credit to a
79-student who passes approved dual enrollment courses.
80-(c) To be eligible for enrollment in a dual enrollment
81-course, a student shall meet with a counselor, career coach,
82-or other appropriate employee designated by the local
83-education agency. The counselor, career coach, or employee
84-shall evaluate the dual enrollment courses selected by the
85-student and shall determine the appropriateness of those
86-courses based on the preferred college and career interests of
87-the student. The student shall also consult with dual
88-enrollment personnel employed by the applicable local
89-community college or university regarding his or her course
90-selections to ensure the relevancy of those courses.
91-(d) Both the local education agency and the local
92-community college or university shall agree, in writing, on
93-the course selections of a student. Upon agreement, the local
94-education agency shall request, and the local community
95-college or university shall register the student for the
96-selected and approved dual enrollment courses.
97-(e) A local education agency is not financially

127+(c) To be eligible for enrollment in a dual enrollment

135-and universities, shall prepare and distribute to local
136-education agencies guidelines for the implementation of this
137-section.
