1515 SYNOPSIS:
1616 This bill makes supplemental appropriations for
1717 the fiscal year ending September 30, 2025, from the
1818 Education Trust Fund to various agencies and entities
1919 in a total amount of $524,276,588.

2323 To make supplemental appropriations for the fiscal year
2424 ending September 30, 2025, from the Education Trust Fund to
2525 various agencies and entities in a total amount of
2626 $524,276,588.
2727 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2828 Section 1. In addition to all other appropriations
2929 heretofore or hereafter made, there is hereby appropriated a
3030 total of $524,276,588 from the Education Trust Fund to the
3131 following agencies and entities for the purposes specified
3232 below for the fiscal year ending September 30, 2025:
3333 (1) To the State Board of Education – Local Boards of
3434 Education, $133,000,000. Of this amount, $5,000,000 shall be
3535 used for TEAMS to cover current contracts; $28,000,000 shall
3636 be used for textbook adoption; and $100,000,000 shall be

6666 be used for textbook adoption; and $100,000,000 shall be
6767 distributed according to the fleet renewal guidelines to be
6868 used for the purchase of school buses or the retirement of
6969 school bus debt. For any school system that is currently up
7070 to date in purchasing regular route buses, application may be
7171 made to the State Superintendent of Education to flex these
7272 funds for other educational purposes.
7373 (2) To the State Department of Education for one-time
7474 expenses, $161,114,000. Of this amount, $5,000,000 shall be
7575 for Ed Farm to be used for capital outlay or other necessary
7676 expenses for a coding workforce training program; $5,000,000
7777 shall be used for AED’s in Schools; $50,000,000 shall be for
7878 School Safety to provide additional training, services,
7979 supplies, and materials to support school safety initiatives
8080 and safety contracts; $20,000,000 shall be used for College
8181 and Career Readiness Grants; $10,300,000 shall be used for
8282 Charter School Grants which shall be distributed to the
8383 several existing conversion and start-up charter schools on a
8484 per pupil basis; $5,000,000 shall be used for the Heman
8585 Drummond Center for Innovation; $14,000,000 shall be used for
8686 Principal and Assistant Principal Supplements to cover current
8787 obligations; $350,000 shall be used for Speech Pathologists to
8888 cover current obligations; $30,000,000 shall be used for the
8989 Summer and Afterschool Program; $10,000,000 shall be used for
9090 Struggling Readers Beyond Grade 3 to support middle grade
9191 reading improvements; $3,464,000 shall be used for the
9292 American Village Semiquincentennial Commission for the
9393 Semiquincentennial School Program, Community Engagement
9494 Grants, Marketing and Communication, Honoring Veterans, and

125125 Administration Costs; $7,500,000 shall be used for the North
126126 Alabama STEM Center; and $500,000 shall be used to begin the
127127 development of a course in United States History, Government,
128128 and/or Civics aligned to the Alabama Course of Study: Social
129129 Studies, to be offered to all preK-12 teachers in an online
130130 format. The Department shall consult with organizations and
131131 agencies which can lend aid to this project, including
132132 American Village and Alabama Public Television.
133133 (3) To the Educational Television Commission for the
134134 Madison Avenue Studio and New State House Studio, $4,000,000.
135135 (4) To the Council on the Arts, $2,100,000. Of this
136136 amount, $1,000,000 shall be used for one-time expenses for
137137 deferred maintenance, renovation of existing facilities, or
138138 expenses associated with ongoing capital projects at the
139139 Shakespeare Festival; $100,000 shall be used for a
140140 collaborative community outreach program at the Shakespeare
141141 Festival; and $1,000,000 shall be used for one-time expenses
142142 for the Carnegie Visual Arts Museum expansion.
143143 (5) To the Department of Economic and Community
144144 Affairs, $20,000,000. This appropriation shall be used to
145145 deploy broadband infrastructure in rural communities in
146146 accordance with the Alabama Broadband Accessibility Fund.
147147 Additionally, the funds will be used for a competitive grant
148148 program to support online training programs and certifications
149149 and job placement assistance in technology fields and
150150 reasonable administrative expenses for the administering
151151 agency. The funds will be administered by the Alabama
152152 Department of Economic and Community Affairs in collaboration

184184 Department of Economic and Community Affairs will award these
185185 funds as a part of a public private partnership to increase
186186 digital literacy, create technology jobs, and attract
187187 businesses to rural Alabama.
188188 (6) To the Music Hall of Fame, $250,000.
189189 (7) To the Public Library Service for the Supreme Court
190190 Law Library, $200,000.
191191 (8) To the Alabama Department of Revenue, $50,513,000.
192192 Of this amount, $50,000,000 shall be distributed to the CHOOSE
193193 Act Fund established by Act 2024-21 of the 2024 Regular
194194 Session of the Legislature for the purpose of funding
195195 Education Savings Accounts; and $513,000 shall be used for the
196196 Education Savings Account administration.
197197 (9) To the Alabama Supercomputer Authority, $2,000,000.
198198 Of this amount, $1,400,000 shall be used for the Data Center
199199 Renovation Project and $600,000 shall be used for the FCC K-12
200200 Cybersecurity Pilot Project – ASA Match.
201201 (10) To the Department of Workforce for a state
202202 veterans transition public/private partnership that will
203203 provide comprehensive support to include career transition
204204 and education and community integration, $5,000,000.
205205 (11) To the Alabama School of Cyber Technology and
206206 Engineering for one-time expenses for deferred maintenance and
207207 school safety, $1,000,000.
208208 (12) To the Alabama School of Fine Arts for one-time
209209 expenses for deferred maintenance and school safety,
