SYNOPSIS:
This bill would make appropriations for the
fiscal year ending September 30, 2026, from the
Education Opportunities Reserve Fund to various
agencies and entities in a total amount of
$133,000,000.
A BILL
TO BE ENTITLED
AN ACT
To make appropriations for the fiscal year ending
September 30, 2026, from the Education Opportunities Reserve
Fund to various agencies and entities in a total amount of
$133,000,000.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. There is hereby appropriated a total of
$133,000,000 from the Educational Opportunities Reserve Fund
to the following agencies and entities for the purposes
specified below for the fiscal year ending September 30, 2026:
(1) To the State Department of Education, $100,000,000.
 Of this amount, $40,000,000 shall be distributed to each LEA
based on the number of students who qualify for free and/or
reduced priced lunches, including direct certification, but

reduced priced lunches, including direct certification, but
not inclusive of community eligible provisions.  Of this
amount, $20,000,000 shall be distributed to county boards of
education in counties where the total county population,
inclusive of all residents both within and outside of
incorporated areas, is less than 50 residents per square mile
as identified by US Census Bureau data.  Of this amount,
$40,000,000 shall be distributed to each LEA based on Special
Education student population as identified by the annual Child
Count.
(2) To the Alabama Department of Workforce,
$18,000,000. Of this amount, $15,000,000 shall be used  for
regional workforce development partnerships with four-year
universities with less than $100,000,000 in research
expenditures that establish career pathway and training
programs designed to meet industry demands, support economic
growth, and create a more dynamic workforce statewide. Of this
amount, $3,000,000 shall be used for regional workforce
development partnerships with the Alabama Community College
System that establish career pathway and training programs
designed to meet industry demands, support economic growth,
and create a more dynamic workforce statewide.
(3) To higher education research institutions with over
$100,000,000 in annual research expenditures, $15,000,0000
shall be appropriated based upon the total research
expenditures as reported by the Higher Education Research and
Development (HERD) survey, for start-up or transitional
support for transformational initiatives that provide access
to enhanced educational and research opportunities for

to enhanced educational and research opportunities for
students.  The above appropriation shall be allocated to the
following institutions in the following amounts:
Auburn University                             $3,544,575
University of Alabama                         $1,876,243
University of Alabama at Birmingham           $7,920,643
University of Alabama in Huntsville           $1,658,539 
Section 2. Notwithstanding any other provisions of this
act or any other act, any amount from appropriations for the
fiscal year ending September 30, 2025 to the various state
agencies and institutions in this act, which are unexpended
and reverted on September 30, 2025 are hereby reappropriated
to the respective state agencies, offices, and institutions
for the fiscal year beginning October 1, 2025.
Section 3. This act shall become effective on October
1, 2025.
