16	16	This bill makes an appropriation of $1,326,157
17	17	from the Education Trust Fund to Talladega College in
18	18	Talladega, Alabama for the support and maintenance of
19	19	the educational program of the institution, for the
20	20	fiscal year ending September 30, 2026; to provide that
21	21	the appropriation is subject to certain provisions of
22	22	the Code of Alabama 1975; to require an operations plan
23	23	and an audited financial statement prior to the release
24	24	of any funds; and to require an end of year report .

26	26	TO BE ENTITLED
27	27	AN ACT
28	28	To make an appropriation of $1,326,157 from the
29	29	Education Trust Fund to Talladega College in Talladega,
30	30	Alabama for the support and maintenance of the educational
31	31	program of the institution, for the fiscal year ending
32	32	September 30, 2026; to provide that the appropriation is
33	33	subject to certain provisions of the Code of Alabama 1975; to
34	34	require an operations plan and an audited financial statement
35	35	prior to the release of any funds; and to require an end of
36	36	year report.
37	37	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
38	38	Section 1. There is hereby appropriated the sum of

66	66	Section 1. There is hereby appropriated the sum of
67	67	$1,326,157 from the Education Trust Fund to Talladega College
68	68	in Talladega, Alabama for the support and maintenance of the
69	69	educational program of the institution, for the fiscal year
70	70	ending September 30, 2026.
71	71	Section 2. The above appropriation is made for the
72	72	support of public education in Alabama and for the support and
73	73	maintenance of the above program. The appropriation shall be
74	74	subject to the provisions, terms, conditions, and limitations
75	75	of the Budget and Financial Control Act, Code of Alabama 1975,
76	76	Sections 41-4-80 et seq.; the provisions of the Budget
77	77	Management Act of 1976, Code of Alabama 1975, Sections 41-19-1
78	78	et seq.; and any other provisions of this act.
79	79	Section 3. (a) Prior to the release of any funds
80	80	appropriated under this act the following reports shall be
81	81	submitted:
82	82	(1) An operations plan for the fiscal year 2026,
83	83	including goals and measurable performance indicators, shall
84	84	be submitted to and approved by the Director of Finance, as
85	85	provided for state agencies in Code of Alabama 1975, Section
86	86	41-19-10.
87	87	(2) An audited financial statement for all operations
88	88	during the fiscal year 2024.
89	89	(b) It is the intent that funds appropriated for fiscal
90	90	year 2026 shall be released by the Director of Finance
91	91	following receipt of the above reports.
92	92	(c) In addition, quarterly reports shall be made to the
93	93	Director of Finance relating actual expenditures and
94	94	accomplishments to planned expenditures and accomplishments.

124	124	accomplishments to planned expenditures and accomplishments.
125	125	An end of year performance report for the fiscal year 2026
126	126	shall be made to the Director of Finance stating the work
127	127	accomplished and the services provided and the costs of
128	128	accomplishing the work and providing the services, citing
129	129	meaningful measures of program effectiveness and costs, as is
130	130	required for state agencies in Code of Alabama 1975, Section
131	131	41-19-11.
132	132	(d) The Director of Finance shall forward a copy of all
133	133	required reports to the Legislative Council in a timely
134	134	manner.
135	135	Section 4. This act shall become effective October 1, 2025.
