16	16	This bill makes an appropriation of $169,633
17	17	from the State General Fund to the Coalition Against
18	18	Domestic Violence for the fiscal year ending September
19	19	30, 2026, to require an operations plan and an audited
20	20	financial statement prior to the release of any funds,
21	21	and to require quarterly and end of the year performance
22	22	reports.

25	25	AN ACT
26	26	To make an appropriation of $169,633 from the State
27	27	General Fund to the Coalition Against Domestic Violence for
28	28	the fiscal year ending September 30, 2026, to require an
29	29	operations plan and an audited financial statement prior to
30	30	the release of any funds, and to require quarterly and end of
31	31	the year performance reports.
32	32	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
33	33	Section 1. For the fiscal year ending September 30,
34	34	2026, there is hereby appropriated to the Coalition Against
35	35	Domestic Violence from the State General Fund the sum of
36	36	$169,633. In addition, the appropriation made herein shall be
37	37	budgeted and allotted pursuant to the Budget Management Act
38	38	and Article 4 of Title 41 of the Code of Alabama, 1975, and
39	39	specifically Section 41-4-93, Section 41-4-95 and Section

67	67	specifically Section 41-4-93, Section 41-4-95 and Section
68	68	41-4-96.
69	69	Section 2. Prior to the release of any funds
70	70	appropriated under this bill for fiscal year 2026, an
71	71	operations plan for fiscal year 2026 and an audited financial
72	72	statement for all operations during fiscal year 2024 must be
73	73	forwarded to the Director of Finance. It is the intent to
74	74	release fiscal year 2026 funds following receipt of these
75	75	reports.
76	76	Section 3. In addition, quarterly reports for fiscal
77	77	year 2026 shall be made to the Director of Finance relating to
78	78	planned expenditures and accomplishments. An end of year
79	79	performance report for the fiscal year 2026 shall be made to
80	80	the Director of Finance stating the work accomplished and
81	81	services provided and the costs of accomplishing the work and
82	82	providing the services, citing meaningful measures of program
83	83	effectiveness and costs, as is required for state agencies in
84	84	Code of Alabama 1975, Section 41-19-11. The Director of
85	85	Finance shall forward a copy of all required reports to the
86	86	Legislative Council in a timely manner.
87	87	Section 4. This act shall become effective October 1,
88	88	2025.
