15+SYNOPSIS:
16+This bill would require each local board of
17+education and the governing body of each charter school
18+to provide each designated school employee with access
19+to students during the school day with mobile emergency
20+rapid response systems no later than October 1, 2030,
21+and provide training to employees on the systems.
22+This bill would require the State Board of
23+Education to develop a list of approved vendors and
24+adopt rules.
25+This bill would also authorize the use of
26+certain funds for purchasing and use of mobile
27+emergency rapid response systems.

1730 AN ACT
1831 Relating to public school safety; to require designated
1932 school employees with access to students during the school day
2033 to be equipped with mobile emergency rapid response systems
2134 that meet certain requirements; to require the State Board of
2235 Education to approve vendors and adopt rules; and to authorize
2336 the use of various funding sources for the systems.
24-BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
25-Section 1. This act shall be known and may be cited as
26-Alyssa's Law.
27-Section 2. (a) For the purposes of this section, the
28-following terms have the following meanings:
29-(1) EMPLOYEE. An employee of the State Department of
30-Education, any local board of education, or any public charter
31-school who has access to students during the school day. This
32-term includes, but is not limited to, teachers,
33-administrators, administrative staff, custodial staff,
34-maintenance staff, cafeteria staff, nurses, counselors, media
35-specialists, coaches, and bus drivers.
36-(2) GOVERNING BODY. Each local board of education and
37-the governing body of each public charter school.

67+BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
68+Section 1. (a) For the purposes of this section, the
69+following terms have the following meanings:
70+(1) EMPLOYEE. An employee of the State Department of

68-(3) MOBILE EMERGENCY RAPID RESPONSE SYSTEM. A device
69-that shall be wearable or in the personal possession of the
70-individual which, upon activation: (i) immediately connects
71-directly to the locally serving public safety answering point;
72-and (ii) provides accurate location information to the room
73-and floor level inside the facility and to specific areas that
74-are part of school grounds including, but not limited to,
75-parking lots, playgrounds, and athletic fields.
79+(3) MOBILE EMERGENCY RAPID RESPONSE SYSTEM. A wearable
80+device that, upon activation: (i) connects directly to the
81+locally serving public safety answering point; and (ii)
82+provides accurate location information to the room and floor
83+level inside the facility and to specific areas that are part
84+of school grounds including, but not limited to, parking lots,
85+playgrounds, and athletic fields.
7686 (4) PUBLIC SAFETY ANSWERING POINT. The same meaning as
7787 Section 11-98-1, Code of Alabama 1975.
78-(b)(1) No later than October 1, 2030, and subject to
79-annual dedicated school safety funds, each governing body
80-shall:

8392 emergency rapid response system and when that system must be

87-employee, the system must immediately connect to school system
88-or school emergency services and the local public safety
89-answering point.
90-(2) Each governing body shall provide regular training
91-to employees on the use of the mobile emergency rapid response
92-system used by the school.
93-(c)(1) The State Board of Education shall develop a
94-list of approved vendors from which each governing body may
95-purchase approved mobile emergency rapid response systems. No

124+b. Equip each designated employee with a mobile
125+emergency rapid response system. When activated by an
126+employee, the system must immediately connect to school system
127+or school emergency services and the local public safety
128+answering point.
129+(2) Each governing body shall provide regular training
130+to employees on the use of the mobile emergency rapid response
131+system used by the school.
132+(c)(1) The State Board of Education shall develop a
133+list of approved vendors from which each governing body may
125134 purchase approved mobile emergency rapid response systems. No
126135 vendor may be approved if the vendor manufactures any covered
127136 equipment or services, as determined by the Federal
128137 Communication Commission's List of Equipment and Services
129138 Covered by Section 2 of the Secure and Trusted Communications
130139 Networks Act of 2019, Public Law 116-124.
131140 (2) The State Board of Education shall adopt rules to
132141 administer this section.
133142 (d) Notwithstanding any other provision of law to the
134143 contrary, each governing body may use funding from any of the
135144 following sources to comply with this section:
136145 (1) The K-12 Capital Grant Program created pursuant to
137146 Section 29-4-51, Code of Alabama 1975.
138147 (2) The Education Trust Fund Advancement and Technology
139148 Fund created pursuant to Section 29-9-4, Code of Alabama 1975.
140149 (3) The School Security and Fire Safety Fund created
141150 pursuant to Section 3 of Act 2024-356, 2024 Regular Session,
142151 now appearing as Section 16-22B-3, Code of Alabama 1975.
143152 (4) Any other available funds or funding sources.
144-Section 3. This act shall become effective on October
145-1, 2025.
