1515 SYNOPSIS:
1616 Under existing law, rural physicians qualify for
1717 an income tax credit if they meet certain
1818 qualifications. Specifically, a physician must have
1919 admission privileges to a small or rural hospital and
2020 must practice and reside in a community that has a
2121 population less than 25,000 residents and has a
2222 hospital with an emergency room.
2323 This bill would delete the requirement that a
2424 physician must reside in a community that has a
2525 hospital with an emergency room in order to qualify for
2626 the tax credit.

3030 Relating to the rural physician tax credit; to amend
3131 Sections 40-18-131, Code of Alabama 1975, to revise the
3232 qualifications for eligibility; and to provide for retroactive
3333 effect.
3434 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

6868 (a) For the Effective for tax years ending on or before
6969 December 31, 2024, for purposes of this article, the following
7070 words have the following meanings, respectively, unless the
7171 context clearly indicates otherwise:
7272 (1) RURAL PHYSICIAN. A physician licensed to practice
7373 medicine in Alabama who practices and resides in a small or
7474 rural community and has admission privileges to a small or
7575 rural hospital.
7676 (2) SMALL OR RURAL COMMUNITY. A community in Alabama
7777 that has less than 25,000 residents according to the latest
7878 decennial census and has a hospital with an emergency room.
7979 (3) SMALL OR RURAL HOSPITAL. An acute care hospital
8080 that meets one of the following requirements:
8181 a. Contains less than 105 beds and is located more than
8282 20 miles, under normal travel conditions, from another acute
8383 care hospital located in Alabama.
8484 b. Receives Medicare rural reimbursement from the
8585 federal government.
8686 (b) Effective for tax years beginning on or after
8787 January 1, 2025, for purposes of this article, the following
8888 words have the following meanings, respectively, unless the
8989 context clearly indicates otherwise:
9090 (1) RURAL PHYSICIAN. A physician licensed to practice
9191 medicine in Alabama who practices in a small or rural
9292 community, resides in a small or rural community, and has
9393 admission privileges to a small or rural hospital.
9494 (2) SMALL OR RURAL COMMUNITY. A community in Alabama
