15	15	SYNOPSIS:
16	16	Under existing law, the Medicaid program does
17	17	not cover rapid whole genome sequencing.
18	18	This bill would require Medicaid to pay for
19	19	rapid whole genome sequencing for hospitalized infants,
20	20	children, and younger adults who suffer from acute or
21	21	complex illnesses that have causes that elude the more
22	22	conventional means of medical detection, in order to
23	23	determine if the origin is genetic.

26	26	AN ACT
27	27	Relating to Medicaid, to require coverage of rapid
28	28	whole genome sequencing for certain individuals in the
29	29	Medicaid program.
30	30	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
31	31	Section 1. (a) For the purposes of this section, "rapid
32	32	whole genome sequencing" is defined as an investigation of the
33	33	entire human genome, including coding and non-coding regions
34	34	and mitochondrial deoxyribonucleic acid, which yields a
35	35	preliminary positive result of a disease-causing genetic
36	36	change within five days, and a final result of the same within

66	66	change within five days, and a final result of the same within
67	67	14 days. The term includes patient-only whole genome
68	68	sequencing and duo and trio whole genome sequencing of the
69	69	patient and his or her biological parents.
70	70	(b) Subject to prior approval or a waiver from the
71	71	Centers for Medicare and Medicaid Services, the Alabama
72	72	Medicaid Agency shall cover rapid whole genome sequencing for
73	73	an individual covered by Medicaid who meets all of the
74	74	following criteria:
75	75	(1) Is 21 years of age or younger.
76	76	(2) Has a complex or acute illness of unknown etiology
77	77	that is not confirmed to be caused by environmental exposure,
78	78	toxic ingestion, infection that responds to therapy, or
79	79	trauma.
80	80	(3) Is a hospital inpatient in an intensive care unit,
81	81	including a neonatal intensive care unit, or a high acuity
82	82	pediatric unit.
83	83	Section 2. This act shall become effective on October
84	84	1, 2025.
