1515 SYNOPSIS:
1616 Under existing law, the Medicaid program does
1717 not cover rapid whole genome sequencing.
1818 This bill would require Medicaid to pay for
1919 rapid whole genome sequencing for hospitalized infants,
2020 children, and younger adults who suffer from acute or
2121 complex illnesses that have causes that elude the more
2222 conventional means of medical detection, in order to
2323 determine if the origin is genetic.

2727 Relating to Medicaid, to require coverage of rapid
2828 whole genome sequencing for certain individuals in the
2929 Medicaid program.
3030 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3131 Section 1. (a) For the purposes of this section, "rapid
3232 whole genome sequencing" is defined as an investigation of the
3333 entire human genome, including coding and non-coding regions
3434 and mitochondrial deoxyribonucleic acid, which yields a
3535 preliminary positive result of a disease-causing genetic
3636 change within five days, and a final result of the same within

6767 14 days. The term includes patient-only whole genome
6868 sequencing and duo and trio whole genome sequencing of the
6969 patient and his or her biological parents.
7070 (b) Subject to prior approval or a waiver from the
7171 Centers for Medicare and Medicaid Services, the Alabama
7272 Medicaid Agency shall cover rapid whole genome sequencing for
7373 an individual covered by Medicaid who meets all of the
7474 following criteria:
7575 (1) Is 21 years of age or younger.
7676 (2) Has a complex or acute illness of unknown etiology
7777 that is not confirmed to be caused by environmental exposure,
7878 toxic ingestion, infection that responds to therapy, or
7979 trauma.
8080 (3) Is a hospital inpatient in an intensive care unit,
8181 including a neonatal intensive care unit, or a high acuity
8282 pediatric unit.
8383 Section 2. This act shall become effective on October
8484 1, 2025.
