| 27 | 27 | | BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: |

| 28 | 28 | | Section 1. (a) Beginning August 1, 2026, each local |
|---|
| 29 | 29 | | board of education shall pay the employees of the board |
|---|
| 30 | 30 | | semi-monthly one payday in arrears. Except as otherwise |
|---|
| 31 | 31 | | provided in this section, salary payments based on the |
|---|
| 32 | 32 | | semi-monthly plan shall be made on the first and sixteenth day |
|---|
| 33 | 33 | | of each month. |
|---|
| 34 | 34 | | (b) If the first or sixteenth day of any month, other |
|---|
| 35 | 35 | | than the first day of October, falls on a Saturday, a Sunday, |
|---|
| 36 | 36 | | or a holiday, then the salary payment shall be made on the |
|---|
| 37 | 37 | | last workday immediately prior to the Saturday, the Sunday, or |
|---|
| 38 | 38 | | the holiday. If the first day of October falls on a Saturday, |
|---|

| 71 | 71 | | (c) A local board of education may opt out of the |
|---|
| 72 | 72 | | provisions of this section by written board resolution. The |
|---|
| 73 | 73 | | board must file this resolution with the State Superintendent |
|---|
| 74 | 74 | | of Education within 60 days of passage of the resolution. |
|---|
| 75 | 75 | | (d) The state Comptroller, the State Superintendent of |
|---|
| 76 | 76 | | Education, and the State Board of Education shall adopt |
|---|
| 77 | 77 | | policies to implement the provisions of this section. |
|---|
| 78 | 78 | | (e) It is the intent of the Legislature that the |
|---|
| 79 | 79 | | implementation of a semi-monthly pay plan shall not reduce any |
|---|
| 80 | 80 | | employee's annual rate of compensation. |
|---|
| 81 | 81 | | Section 2. This act shall become effective on July 1, |
|---|
