1717 SYNOPSIS:
1818 This bill would implement a semi-monthly pay
1919 plan for employees of local boards of education.

2222 AN ACT
2323 Relating to local boards of education; to provide for
2424 semi-monthly salary payments of local board of education
2525 employees; and to provide for local boards of education to opt
2626 out of semi-monthly salary payments.
2727 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2828 Section 1. (a) Beginning August 1, 2026, each local
2929 board of education shall pay the employees of the board
3030 semi-monthly one payday in arrears. Except as otherwise
3131 provided in this section, salary payments based on the
3232 semi-monthly plan shall be made on the first and sixteenth day
3333 of each month.
3434 (b) If the first or sixteenth day of any month, other
3535 than the first day of October, falls on a Saturday, a Sunday,
3636 or a holiday, then the salary payment shall be made on the
3737 last workday immediately prior to the Saturday, the Sunday, or
3838 the holiday. If the first day of October falls on a Saturday,

6868 the holiday. If the first day of October falls on a Saturday,
6969 a Sunday, or a holiday, then the salary payment shall be made
7070 on the next succeeding workday.
7171 (c) A local board of education may opt out of the
7272 provisions of this section by written board resolution. The
7373 board must file this resolution with the State Superintendent
7474 of Education within 60 days of passage of the resolution.
7575 (d) The state Comptroller, the State Superintendent of
7676 Education, and the State Board of Education shall adopt
7777 policies to implement the provisions of this section.
7878 (e) It is the intent of the Legislature that the
7979 implementation of a semi-monthly pay plan shall not reduce any
8080 employee's annual rate of compensation.
8181 Section 2. This act shall become effective on July 1,
8282 2025.
