69 | 69 | | (a)(1) The State Board of Medical Examiners may board, |

72 | 72 | | qualification in on behalf of physicians meeting the |
---|
73 | 73 | | requirements for participation in the Retired Senior Volunteer |
---|
74 | 74 | | Program (RSVP). |

75 | 75 | | (2) The Retired Senior Volunteer Program is created for |
---|
76 | 76 | | the purpose of permitting doctors of medicine and doctors of |
---|
77 | 77 | | osteopathy who are fully retired from the active practice of |
---|
78 | 78 | | medicine to obtain a limited license without cost which would |
---|
79 | 79 | | permit the provision of outpatient health care services at |
---|
80 | 80 | | established free clinics operated pursuant to the Volunteer |
---|
81 | 81 | | Medical Professional Act, Section 6-5-660, et seq. Physicians |
---|
82 | 82 | | having certificates issued under this section must perform no |
---|
83 | 83 | | fewer than 100 hours of voluntary service annually and must |
---|
84 | 84 | | limit their practice to the confines of an established free |
---|
85 | 85 | | medical clinic, as that term is defined in Section 6-5-662, or |
---|
86 | 86 | | such other nonprofit organizations or facilities located in |
---|
87 | 87 | | Alabama which are approved by the board and which provide |
---|
88 | 88 | | outpatient medical care to individuals unable to pay for it |
---|
89 | 89 | | the care. |
---|
90 | 90 | | (3) Certificates issued under this section and licenses |
---|
91 | 91 | | based thereon shall state on their faces that they the |
---|
92 | 92 | | certificates are issued under the RSVP and are subject to |
---|
93 | 93 | | restrictions. |

126 | 126 | | having his or her license suspended or revoked by the Medical |
---|
127 | 127 | | Licensure Commission for the same causes or reasons and in the |
---|
128 | 128 | | same manner as provided by law in the case of other |
---|
129 | 129 | | physicians. |
---|
130 | 130 | | (5) Certificates of qualification issued under this |
---|
131 | 131 | | section shall expire annually .and physiciansPhysicians may |
---|
132 | 132 | | apply to the board for renewal of their certificate, but the |
---|
133 | 133 | | board shall have full discretion to accept or reject the |
---|
134 | 134 | | application for renewal. |
---|
135 | 135 | | (b) A physician is eligible to receive a certificate of |
---|
136 | 136 | | qualification issued under subsection (a) if he or she meets |
---|
137 | 137 | | the following qualifications: |
---|
138 | 138 | | (1) The applicant currently has or has had a full and |
---|
139 | 139 | | unrestricted license to practice medicine in the State of |
---|
140 | 140 | | Alabama or in any other state of the United States or the |
---|
141 | 141 | | District of Columbia, which license is or was at the time of |
---|
142 | 142 | | expiration unrestricted and in good standing with no pending |
---|
143 | 143 | | disciplinary actions or investigations at the time of |
---|
144 | 144 | | expiration. |
---|
145 | 145 | | (2) The applicant certifies, on a form prescribed by |
---|
146 | 146 | | the board, that he or she is fully retired from the active |
---|
147 | 147 | | practice of medicine. |
---|
148 | 148 | | (3) The applicant is in good health and is not |
---|
149 | 149 | | currently undergoing treatment for a physical or mental |
---|
150 | 150 | | condition which would impair the individual's ability to |
---|
151 | 151 | | practice medicine with reasonable skill and safety to |
---|
152 | 152 | | patients. |

191 | 191 | | (5) The applicant certifies, on a form prescribed by |

192 | 192 | | the board, that his or her license to practice medicine in any |
---|
193 | 193 | | state or the District of Columbia has never been revoked, |
---|
194 | 194 | | suspended, placed on probation, or otherwise subject to |
---|
195 | 195 | | disciplinary action and that the applicant has not had his or |
---|
196 | 196 | | her hospital medical staff privileges revoked, suspended, |
---|
197 | 197 | | curtailed, limited, or surrendered while under investigation. |
---|
198 | 198 | | (6) The applicant acknowledges, on a form prescribed by |
---|
199 | 199 | | the board, that he or she is subject to the continuing medical |
---|
200 | 200 | | education requirements for physicians as specified in Chapter |
---|
201 | 201 | | 14 of the rules and regulations of the State Board of Medical |
---|
202 | 202 | | Examiners. |
---|
203 | 203 | | (7) The applicant furnishes a certification of the |
---|
204 | 204 | | employment arrangements or agreement with the qualified clinic |
---|
205 | 205 | | or nonprofit organization. |
---|
206 | 206 | | (c) A certificate of qualification issued under |
---|
207 | 207 | | subsection (a) shall be issued at no cost to the applicant. |
