15	15	SYNOPSIS:
16	16	Under existing law, only an ambulance licensed
17	17	by the State Committee of Public Health may transport a
18	18	patient who requires a stretcher. An unlicensed medical
19	19	transport service may not transport a patient who
20	20	requires a stretcher.
21	21	This bill would authorize a medical transport
22	22	service to transport a patient who requires a
23	23	stretcher, gurney, or cot to medical care services in
24	24	non emergency medical circumstances.
25	25	This bill would also provide that the State
26	26	Committee of Public Health may adopt rules to enforce
27	27	its provisions.

30	30	AN ACT
31	31	Relating to medical transport services; to authorize a
32	32	medical transport vehicle, other than an ambulance, to
33	33	transfer a patient on a stretcher, gurney, or cot in certain
34	34	non emergency medical circumstances; and to authorize the
35	35	State Committee of Public Health to adopt rules.

66	66	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
67	67	Section 1. (a) The State Committee of Public Health
68	68	shall not prohibit a non emergency medical transport service
69	69	from transporting a patient on a stretcher, gurney, or cot,
70	70	provided that each of the following apply:
71	71	(1) The transport vehicle is designed and equipped to
72	72	hold a stretcher, gurney, or cot.
73	73	(2) The patient is being transported to or from a
74	74	medical care facility under non emergency circumstances,
75	75	including transportation to and from medical appointments. For
76	76	the purposes of this section, a non emergency circumstance
77	77	exists when the health and life of a patient is not at serious
78	78	risk without immediate medical treatment, such as uncontrolled
79	79	bleeding, a heart attack, an automobile accident, or other
80	80	serious trauma. The State Committee of Public Health may adopt
81	81	rules further defining a non emergency circumstance.
82	82	(b) The State Committee of Public Health may adopt
83	83	rules governing the operation and conduct of non emergency
84	84	medical transport services and vehicles pursuant to this
85	85	section.
86	86	Section 2. This act shall become effective on October
87	87	1, 2025.
