15	15	SYNOPSIS:
16	16	Existing law requires each pupil who is
17	17	otherwise entitled to admittance to kindergarten or
18	18	first grade, or any other entrance into an Alabama
19	19	public or private school, to present a certificate of
20	20	immunization or testing, commonly known as a Blue Card,
21	21	for the prevention of those communicable diseases
22	22	designated by the State Health Officer, unless exempted
23	23	by religious or medical reasons.
24	24	This bill would allow dependents of active duty
25	25	military personnel to substitute military medical
26	26	records as evidence of age-appropriate immunization and
27	27	testing instead of the Blue Card for presentation to a
28	28	public or private school authority.

32	32	Related to Education; to amend Section 16-30-4, Code of
33	33	Alabama 1975, to allow dependents of active duty military
34	34	personnel to substitute military medical records as evidence
35	35	of age-appropriate immunization and testing in place of the
36	36	Blue Card for presentation to a public or private school

68	68	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
69	69	Section 1. Section 16-30-4, Code of Alabama 1975, is
70	70	amended to read as follows:
71	71	"§16-30-4
72	72	(a)(1) The boards of education and the governing
73	73	authority of each private school shall require each pupil who
74	74	is otherwise entitled to admittance to kindergarten or first
75	75	grade, whichever is applicable, or any other entrance into an
76	76	Alabama public or private school, to present a certification
77	77	of immunization or testing , commonly known as a Blue Card, for
78	78	the prevention of those communicable diseases designated by
79	79	the State Health Officer, except as provided in Section
80	80	16-30-3. Provided, however, that any student presently
81	81	enrolled in a school in this state, not having been immunized
82	82	upon initial entrance to school, is hereby required to present
83	83	a certification of immunization as described in this section
84	84	upon commencement of the next school year.
85	85	(2) Dependents of active duty military personnel may
86	86	satisfy this requirement by the presentation of copies of
87	87	military medical records reflecting age-appropriate
88	88	immunizations and testing.
89	89	(b) Section 16-30-1 and this section shall apply only
90	90	to kindergarten through 12th grade and not to the institutions
91	91	of higher learning."
92	92	Section 2. This act shall become effective on July 1,
93	93	2025.
