18	18	Relating to Pickens County; to authorize the Pickens
19	19	County Commission to levy and provide for the collection of an
20	20	additional vehicle license and registration fee on each
21	21	vehicle license and registration, transfer, renewal, or
22	22	replacement tag on any vehicle in the county; to provide for
23	23	distribution of the proceeds from the fees to the county
24	24	general fund to be used only to provide ambulance service in
25	25	the county; and to provide a referendum on this act.
26	26	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
27	27	Section 1. (a) The Pickens County Commission may levy
28	28	and provide for the collection of an additional vehicle
29	29	license and registration issuance fee in the amount of ten
30	30	dollars ($10) on each new registration, transfer, renewal, or
31	31	replacement tag on any vehicle in the county. The judge of
32	32	probate of the county shall collect the issuance fee on each
33	33	new registration, transfer, renewal, or replacement tag on a
34	34	vehicle in the county. The fee shall be in addition to all
35	35	other fees, taxes, and other charges provided for the license
36	36	and registration of a vehicle.

67	67	(b) The proceeds from the additional issuance fees upon
68	68	collection shall be distributed on a monthly basis by the
69	69	judge of probate to the general fund of the county to be
70	70	earmarked and used only to provide ambulance service in the
71	71	county.
72	72	Section 2. Section 1 of this act shall become operative
73	73	only if approved by the qualified electors who reside within
74	74	the county who vote in a referendum election to be held on the
75	75	date of the first primary election in the county in 2026. The
76	76	order setting the election shall be entered by the judge of
77	77	probate. The notice of the election shall be given by the
78	78	Judge of Probate of Pickens County, and the election shall be
79	79	held, conducted, and the results canvassed in the manner
80	80	prescribed by law. The question shall be, "Do you favor the
81	81	adoption of Act _____ of the 2025 Regular Session of the
82	82	Alabama Legislature which authorizes the Pickens County
83	83	Commission to levy an additional issuance fee on the issuance
84	84	of each vehicle license and registration in Pickens County
85	85	with the proceeds earmarked and used only to provide ambulance
86	86	service in the county? Yes ( ) No ( )." If a majority of the
87	87	votes cast in the election are "Yes," Section 1 of this act
88	88	shall become operative immediately. If the majority of the
89	89	votes are "No," this act shall have no further effect.
90	90	Section 3. This act shall become effective on June 1,
91	91	2025.
