15	15	SYNOPSIS:
16	16	Existing law provides for the membership of the
17	17	Board of Trustees of the University of South Alabama.
18	18	This bill would increase the number of board
19	19	members from the United States at-large from two
20	20	members to three members.
21	21	This bill would increase the number of board
22	22	members from the state at-large from five members to
23	23	nine members.
24	24	This bill would remove the requirement that one
25	25	member be appointed from each of the following
26	26	combinations of state senatorial districts: (i) the
27	27	Sixteenth and Seventeenth; (ii) the Nineteenth and
28	28	Twentieth; (iii) the Twenty-first; (iv) the
29	29	Twenty-third, Twenty-fifth, and Thirtieth; and (v) the
30	30	Thirty-fifth, and would provide that trustees currently
31	31	holding those seats may complete their terms, at which
32	32	point the Governor may appoint a successor reflecting
33	33	the revised membership.
34	34	This bill would require the board to hold a
35	35	regular annual meeting during June of each year, rather
36	36	than the first Monday in June.
37	37	This bill would also revise notice requirements
38	38	for special meetings of the board from at least 10 days
39	39	in advance of the date of the meeting to as soon as

76	76	Relating to the University of South Alabama; to amend
77	77	Sections 16-55-2 and 16-55-6, Code of Alabama 1975; to revise
78	78	the membership of the Board of Trustees of the University of
79	79	South Alabama; and to revise notice and other requirements for
80	80	meetings of the board.
81	81	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
82	82	Section 1. Sections 16-55-2 and 16-55-6, Code of
83	83	Alabama 1975, are amended to read as follows:
84	84	"§16-55-2
85	85	(a) The board of trustees shall consist of three
86	86	members from Mobile County, five nine members from the state
87	87	at large, twoat-large, three members from the United States at
88	88	largeat-large, and the Governor, who shall be ex officio
89	89	president of the board , and one each from each of the
90	90	following state senatorial districts, or combinations thereof,
91	91	as those districts existed in 1963: Sixteenth and Seventeenth
92	92	Districts comprising Monroe and Wilcox Counties and Butler,
93	93	Conecuh, and Covington Counties, respectively; Nineteenth and
94	94	Twentieth Districts comprising Choctaw, Clarke, and Washington

124	124	Twentieth Districts comprising Choctaw, Clarke, and Washington
125	125	Counties and Marengo and Sumter Counties, respectively;
126	126	Twenty-first District comprising Baldwin and Escambia
127	127	Counties; Twenty-third, Twenty-fifth, and Thirtieth Districts
128	128	comprising Dale and Geneva Counties, Coffee and Crenshaw
129	129	Counties, and Dallas and Lowndes Counties, respectively; and
130	130	the Thirty-fifth District comprising Henry and Houston
131	131	Counties. The trustees shall be appointed by the Governor, by
132	132	and with the advice and consent of the State Senate, and all
133	133	appointees appointed on and after June 1, 2014, shall hold
134	134	office for a term of six years, and until their successors
135	135	shall be appointed and qualified. Any trustee appointed to
136	136	serve a 12-year term before June 1, 2014, shall continue to
137	137	serve for the remainder of that term. As terms expire after
138	138	that date, appointments to fill positions on the board shall
139	139	be for six-year terms. The board shall be divided into three
140	140	classes, as nearly equal as may be, so that one thirdone-third
141	141	may be chosen as provided in Section 16-55-5. Vacancies
142	142	occurring in the office of trustee from death or resignation,
143	143	and the vacancies regularly occurring by expiration of the
144	144	term shall be filled by the Governor, and the appointee shall
145	145	hold office until the next meeting of the Legislature.
146	146	Successors to those trustees whose terms expire during an
147	147	interim shall hold office for the full term unless they are
148	148	rejected by the Senate. No trustee shall receive any pay or
149	149	emolument other than his or her actual expenses incurred in
150	150	the discharge of his or her duties as a trustee.
151	151	(b) As the terms of the trustees holding the seats for
152	152	each of the following combinations of state senatorial

184	184	trustees in accordance with subsection (a):

192	192	(a) Seven members of the board of trustees shall
193	193	constitute a quorum, but a smaller number may adjourn from day
194	194	to day until a quorum is present. The board shall hold a
195	195	regular annual meeting each year at the university on the
196	196	first Monday in June, unless the board, in regular session,
197	197	shall determine determines to hold its meeting at some other
198	198	time and place.
199	199	(b)(1) Special meetings of the board may be called by
200	200	assembled by either one of the two methods outlined as
201	201	follows: Special meetings may be called by the :
202	202	a. The chair pro tempore of the board or the;
203	203	b. The Governor; or
204	204	c. The chair pro tempore of the board or the Governor,
205	205	upon application in writing of any three or more members of
206	206	the board.
207	207	(2) Once a special meeting is called, by written notice
208	208	mailed shall be provided to each trustee at least 24 hours
209	209	before the meeting is scheduled to begin at least 10 days in
210	210	advance of the date of the meeting; and a special meeting

243	243	board. No special meeting shall be held on a date less than 10
244	244	days subsequent to the date of the chair pro tempore's or the
245	245	Governor's notice of the meeting , except in case of emergency,
246	246	which the chair pro tempore or the Governor shall specify in
247	247	his or her notice to the trustees."
248	248	Section 2. This act shall become effective on June 1,
