1515 SYNOPSIS:
1616 This bill makes supplemental appropriations for
1717 the fiscal year ending September 30, 2025, from the
1818 Opioid Treatment and Abatement Fund to the entities
1919 and for the purposes specified herein in the amount
2020 of $41,059,071.

2424 To make supplemental appropriations for the fiscal year
2525 ending September 30, 2025, from the Opioid Treatment and
2626 Abatement Fund to the entities and for the purposes herein in
2727 the amount of $41,059,071.
2828 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2929 Section 1. There is hereby appropriated from the Opioid
3030 Treatment and Abatement Fund the sum of $41,059,071 for the
3131 fiscal year ending September 30, 2025, to the entities and for
3232 the purposes specified herein:
3333 (1) To the Department of Corrections for curriculum,
3434 peer support, addiction counseling, and medication for MAT,
3535 $900,000.
3636 (2) To the Board of Pardons and Paroles for passenger

6666 (2) To the Board of Pardons and Paroles for passenger
6767 vans to expand opioid treatment programs, $120,000.
6868 (3) To the Department of Mental Health, $27,860,000. Of
6969 this amount $2,000,000 shall be used for Medicaid State Match;
7070 $1,000,000 shall be used for residential detox; $1,000,000
7171 shall be used to purchase Naloxone; $3,500,000 shall be used
7272 for the 988 Crisis Line; $8,930,000 shall be used for
7373 prevention, treatment, and recovery grants; $5,000,000 shall
7474 be used for co-occurring civil commitment beds; $1,300,000
7575 shall be used for a statewide marketing campaign; $130,000
7676 shall be used for medical medicine education by the Alabama
7777 Society of Addiction Medicine; $5,000,000 shall be used to
7878 establish a dedicated opioid treatment center using the
7979 Therapeutic Community Treatment Model through an RFP.
8080 (4) To Auburn University for the expansion of the
8181 School of Pharmacy, K-12 Education Program and Pharmacy
8282 Training related to substance abuse, $1,000,000.
8383 (5) To the University of Alabama at Birmingham for
8484 residencies in psychiatry related to the study and treatment
8585 of substance abuse, $1,000,000. Of this amount, $500,000 shall
8686 be used for a residency in Montgomery and $500,000 shall be
8787 used for a residency in Huntsville.
8888 (6) To the USA Health University of South Alabama for
8989 training of primary care providers in screening for opioid
9090 dependency, $1,000,000.
9191 (7) To the Alabama Department of Public Health to
9292 provide rapid response to overdose outbreaks related to opioid
9393 use, $500,000.
9494 (8) To the Administrative Office of Courts for Mental

125125 Health, Veterans and Drug Courts Grant Program, $3,000,000.
126126 (9) To the Department of Veterans Affairs for
127127 continuation and sustainability of the Veterans Pilot Program,

129129 (10) To the Department of Human Resources for a grant
130130 program for at-risk youth opioid prevention and education,

132132 (11) To the Office of Prosecution Services for opioid
133133 prevention programs, inmate opioid treatment costs, Naloxone,
134134 and opioid management in cooperation with the Alabama Sheriffs
135135 Association, $2,600,000.
136136 (12) To the Department of Forensic Sciences for
137137 fentanyl testing technology, $800,000.
138138 (13) To the Department of Senior Services for the
139139 Kinship Caregiver Pilot Program, $279,071.
140140 Section 2. All funds appropriated in this act not
141141 expended in the fiscal year ending September 30, 2025, shall
142142 not revert, but shall be carried forward for the purpose
143143 appropriated.
144144 Section 3. This act shall become effective June 1,
145145 2025.
