17	17	SYNOPSIS:
18	18	This bill would require the publication of
19	19	certain state expenditures to a public blockchain and
20	20	would provide for the creation of a strategic plan to
21	21	implement this requirement.
22	22	A BILL
23	23	TO BE ENTITLED
24	24	AN ACT
25	25	Relating to the publication of certain state
26	26	expenditures to a public blockchain; and to provide for the
27	27	creation of a strategic plan to implement this requirement.
28	28	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
29	29	Section 1. The following terms have the following
30	30	meanings:
31	31	(1) BLOCKCHAIN. Data that is shared across a network to
32	32	create a ledger of verified transactions or information among
33	33	network participants linked using cryptography to maintain the
34	34	integrity of the ledger and to execute other functions and
35	35	distributed among network participants in an automated fashion
36	36	to concurrently update network participants on the state of
37	37	the ledger and any other functions.
38	38	(2) PUBLIC EXPENDITURES. Any transfer of monies from

68	68	(2) PUBLIC EXPENDITURES. Any transfer of monies from
69	69	the State of Alabama to a private person for the payment of
70	70	goods or services that is a public record pursuant to Section
71	71	36-12-40, Code of Alabama 1975.
72	72	Section 2. (a) Beginning October 1, 2030, the
73	73	Comptroller shall publish all public expenditures exceeding
74	74	one thousand dollars ($1,000) to a public blockchain, as
75	75	provided by rule of the Department of Finance. The Comptroller
76	76	may contract with any public or private entity to implement
77	77	this act.
78	78	(b) No later than September 30, 2027, the Department of
79	79	Finance, in consultation with the Office of Information
80	80	Technology, shall develop and submit to the Governor a
81	81	strategic plan to implement subsection (a).
82	82	(c) The strategic plan shall include, but not be
83	83	limited to, recommendations to the Legislature on legislation
84	84	or funding required to implement this act.
85	85	(d) The Governor shall approve the strategic plan by
86	86	December 31, 2027. No later than January 10, 2028, the
87	87	Department of Finance shall publish a copy of the approved
88	88	strategic plan on its website and provide a copy of the plan
89	89	to all members of the Legislature.
90	90	(e) Nothing in this act shall be construed to require
91	91	that the Department of Finance solely use blockchain
92	92	technology for the purposes of tracking state expenditures.
93	93	Section 3. This act shall become effective on October
94	94	1, 2025.
