1919 SYNOPSIS:
2020 This bill would further provide for parole
2121 hearing procedures by requiring an equal amount of time
2222 given to proponents and opponents of the parole of an
2323 inmate, to authorize non-lawyers to speak at the
2424 hearing, and to clarify the circumstances when board
2525 members may offer explanations of their decision.

2828 AN ACT
2929 Relating to paroles; to provide certain procedures for
3030 a parole hearing; and to require the Board of Pardons and
3131 Paroles to adopt conforming rules.
3232 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3333 Section 1. (a) The Board of Pardons and Paroles, by
3434 rule, shall adopt a minimum amount of time to hear advocates
3535 for or against the parole of an inmate. The minimum amount may
3636 be increased by the board on a case-by-case basis depending on
3737 the complexity of the case and the number of individuals
3838 seeking to speak. The board shall allocate the amount of time
3939 to hear advocates for or against parole as follows:
4040 (1) Fifty percent of the amount of time shall be

7070 (1) Fifty percent of the amount of time shall be
7171 reserved for the inmate and his or her advocates for parole.
7272 (2) Fifty percent of the amount of time shall be
7373 reserved for any other advocate against parole.
7474 (b) Subject to the time limitations under subsection
7575 (a), any of the following individuals may speak for or against
7676 an inmate's parole:
7777 (1) Any individual authorized by the inmate to speak on
7878 his or her behalf without regard to any state license
7979 requirement.
8080 (2) Any victim of the inmate or the victim's family.
8181 (3) Any individual authorized by the victim or victim's
8282 family to speak on the victim's behalf without regard to any
8383 state license requirement.
8484 (4) Any law enforcement officer.
8585 (5) Any representative of the Office of the Attorney
8686 General or office of a district attorney.
8787 (c) The members of the board may provide the basis of
8888 their decision to award or deny parole only if an oral or
8989 written request is made to the board by an individual
9090 attending the hearing.
9191 (d) The Board of Pardons and Paroles shall adopt rules
9292 to conform to this section.
9393 Section 2. This act shall become effective on October
9494 1, 2025.
