15	15	SYNOPSIS:
16	16	Under existing law, a municipal governing body,
17	17	by ordinance, may adjust the boundaries of its
18	18	municipal voting districts.
19	19	This bill would require that any time a
20	20	municipal governing body adjusts the boundaries of a
21	21	municipal voting district, the municipal governing body
22	22	must send a certified copy of the resolution and a copy
23	23	of the map showing the new boundaries to the Permanent
24	24	Legislative Committee on Reapportionment.

27	27	AN ACT
28	28	Relating to municipal elections; to amend Section
29	29	11-46-23, Code of Alabama 1975, to require certain
30	30	municipalities to provide a copy of the new boundaries of its
31	31	municipal voting districts to the Permanent Legislative
32	32	Committee on Reapportionment following an adjustment of the
33	33	boundaries.
34	34	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
35	35	Section 1. Section 11-46-23, Code of Alabama 1975, is
36	36	amended to read as follows:

67	67	"§11-46-23
68	68	(a) The boundaries of wards within municipalities which
69	69	have been divided into wards as now defined shall so remain
70	70	until changed by ordinance. Hereafter the A municipal
71	71	governing body may, in its discretion, may readjust the
72	72	boundary lines of wards and may divide or consolidate any
73	73	number of wards and resubdivide the same into voting
74	74	districts; provided, that no such adjustment shall be made
75	75	within three months of any election unless such adjustment is
76	76	made during calendar year 1984 for the purpose of complying
77	77	with the Voting Rights Act of 1965 , as amended.
78	78	(b) Whenever the municipal governing body readjusts any
79	79	ward lines or divides a ward into voting districts, the
80	80	ordinance whereby the ward is established or subdivided into
81	81	voting districts shall describe the territory composing the
82	82	ward, and when the ward has been subdivided, the territory
83	83	composing each district therein, by metes and bounds, and the
84	84	municipal clerk, within five days after adoption of the
85	85	ordinance, shall file with the judge of probate of the any
86	86	county in which any portion of the municipality lies a
87	87	certified copy of such the ordinance, accompanied by a map or
88	88	plat of the city or town municipality showing the bounderies
89	89	boundaries of all wards and voting districts in wards into
90	90	which the municipality is then divided and shall also publish
91	91	notice of all such changes or adjustments of boundaries of
92	92	wards and voting districts within wards in a newspaper
93	93	published in such city or town the municipality , or if there is
94	94	no newspaper is published therein then in the municipality by

124	124	no newspaper is published therein then in the municipality by
125	125	posting notice thereof at three public places in such city or
126	126	townthe municipality . This published notice need not be
127	127	accompanied by a map or plat of the city or townmunicipality.
128	128	(c) Within 30 days after the adoption of any ordinance
129	129	as provided in this section, the municipal governing body
130	130	shall send to the Permanent Legislative Committee on
131	131	Reapportionment a certified copy of the resolution and a copy
132	132	of the map showing the new district boundaries together with a
133	133	written description of the boundaries. "
134	134	Section 2. This act shall become effective on October
135	135	1, 2025.
