A BILL
TO BE ENTITLED
AN ACT
Relating to Jefferson County; to prohibit the
possession of a trigger activator; and to establish civil
penalties for a violation.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. (a) This section shall apply only in
Jefferson County.
(b) For the purposes of this section, the following
terms have the following meanings:
(1) FIREARM. The term as defined in Section 13A-8-1,
Code of Alabama 1975.
(2) TRIGGER ACTIVATOR. A ny part or combination of parts
designed and intended for use in converting or enabling a
firearm to shoot automatically more than one shot without
manual reloading by a single function of the trigger .
(c) No person shall knowingly have in his or her
possession, control, care, or custody a trigger activator.
(d) A person who violates subsection (c) is liable for
a civil penalty of not less than one thousand dollars ($1,000)
for each violation. The penalty may be assessed by the local
district attorney or the Attorney General and may be collected

district attorney or the Attorney General and may be collected
by civil action.
(e) This section does not apply to any of the
following:
(1) A state or local law enforcement officer while
acting in an official capacity.
(2) A person who lawfully has in his or her possession,
control, care, or custody a trigger activator pursuant to
federal law.
(3) Any trigger activator designed or intended to
increase a firearm's rate of fire but that does not enable a
semiautomatic firearm to fire more than two shots, without
manual reloading, by a single function of the trigger.
Section 2. This act shall become effective on October
1, 2025.
