15	15	HJR___ COMMENDING MOUNTAIN BROOK CHIEF OF POLICE, JAMES A.
16	16	LOGGINS, FOR PROFESSIONAL ACHIEVEMENTS ON THE OCCASION OF
17	17	HIS RETIREMENT.
18	18	WHEREAS, with great pride and special pleasure,
19	19	Mountain Brook Chief of Police, James A "Jaye" Loggins, is
20	20	highly commended for his many professional achievements
21	21	during his 29-year career on the occasion of his retirement;
22	22	and
23	23	WHEREAS, Chief Loggins began his career with the
24	24	Mountain Brook Police Department in 1996 after completing
25	25	the Alabama Advanced Criminal Justice Academy at the
26	26	Montgomery Police Department; over the course of his career,
27	27	he has served and supervised in every division throughout
28	28	the department, which includes patrol, investigations, and
29	29	administration, and promotion to executive management and
30	30	oversight of the daily operations of the agency at the ranks
31	31	of Captain and Deputy Chief; and
32	32	WHEREAS, Jaye Loggins was named Chief of Police on
33	33	October 25, 2021; under his leadership, the department
34	34	implemented a take-home vehicle program; transitioned
35	35	dispatch services to Shelby County 911; increased the
36	36	award-winning School Resource Officer team and cultivated a
37	37	collaborative partnership with the Mountain Brook School
38	38	System; adopted new, advanced technical investigative

69	69	capabilities; and invested in positive community relations
70	70	through programs and events, including the first annual
71	71	Community Night Out; and the Mountain Brook First Responders
72	72	Foundation was created during his tenure; and
73	73	WHEREAS, Chief Loggins has worked to increase his
74	74	knowledge and skills, having completed the Alabama Public
75	75	Safety Leadership Academy and the Managers Preparing to
76	76	Accomplish Change Today program; as a member of the Tactical
77	77	Operations Unit, he received advanced training at the
78	78	federal, state, and local levels as a Certified Tactical
79	79	Operator; and he completed the FBI Law Enforcement Executive
80	80	Development Seminar; additionally, he completed all
81	81	requirements to attain the prestigious Certified Law
82	82	Enforcement Executive designation as recognized by the
83	83	Alabama Peace Officers' Standards and Training Commission
84	84	and the Alabama Association of Chiefs of Police; and
85	85	WHEREAS, Chief Loggins earned many awards and
86	86	accolades over the years, some of which include the FBI Law
87	87	Enforcement Executive Development Academy Trilogy Award,
88	88	being named Officer of the Year in 1998 and 2006, and the
89	89	Safest Cities Award for 2024; and
90	90	WHEREAS, before becoming a police officer, Jaye
91	91	Loggins attended The University of Alabama at Birmingham and
92	92	earned a Bachelor of Science in Justice Science in 2001; in
93	93	2022, he earned a Master's Degree in Criminal Justice from
94	94	Jacksonville State University; he has steadfastly served and
95	95	protected the residents of Mountain Brook leaving a lasting
96	96	legacy of excellence and community involvement; now

128	128	BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
129	129	HOUSES THEREOF CONCURRING, That it is an honor and a
130	130	privilege to commend Mountain Brook Chief of Police, James
131	131	A. "Jaye" Loggins for his 29-year career of hard work and
132	132	dedication in service to his community as a police officer,
133	133	and this resolution is offered to him as evidence of our
134	134	high regard and with best wishes for continued prosperity
135	135	during his well-earned retirement.
