1515 HJR___ AFFIRMING THAT THE AMERICAN DREAM BELONGS TO ALL OF
1616 US.
1717 WHEREAS, for generations the American Dream has been
1818 a beacon of hope; and
1919 WHEREAS, the American Dream embodies the ideals of
2020 opportunity, prosperity, and upward mobility, promising that
2121 every person should have the chance to achieve what they
2222 themselves define as success and fulfillment through hard
2323 work and determination; and
2424 WHEREAS, many today feel as though their American
2525 Dream is unattainable; and
2626 WHEREAS, the American Dream belongs to all of us, not
2727 just billionaires and multi-millionaires; and
2828 WHEREAS, our highest accomplishments as a state and
2929 nation have been achieved when we harnessed the strengths of
3030 all people regardless of their identities to overcome our
3131 greatest challenges; and
3232 WHEREAS, Diversity, Equity, and Inclusion (DEI) is a
3333 centuries-old movement deeply rooted in America's founding
3434 principles and its subsequent legacy of civil rights and
3535 social justice efforts aimed at delivering the laws,
3636 policies, and initiatives that enable America to live up to
3737 our Constitution's promises; and
3838 WHEREAS, DEI policies, from the 19th Amendment to the

6868 WHEREAS, DEI policies, from the 19th Amendment to the
6969 1964 Civil Rights Act to the Americans with Disabilities
7070 Act, among others, reflect the corrective legislative and
7171 legal actions taken across our nation's history to expand
7272 and guarantee access to the educational, economic, and civic
7373 obligations and capacities of our nation; and
7474 WHEREAS, DEI principles and policies promote equal
7575 access to opportunities, foster an environment of respect
7676 and belonging, and ensure that every individual, regardless
7777 of background, can fully participate in all aspects of
7878 society; and
7979 WHEREAS, DEI is essential to creating a society where
8080 all individuals are valued, heard, and included; and
8181 WHEREAS, DEI is based on removing barriers to
8282 opportunity so that our merits can speak for themselves; and
8383 WHEREAS, DEI principles and policies are committed to
8484 widening pathways to the American Dream for every community
8585 so that all people can reap the benefits of shared
8686 prosperity in our nation; and
8787 WHEREAS, freedom of speech and expression are
8888 fundamental constitutional rights, protecting the ability of
8989 individuals to voice their ideas and opinions without
9090 interference, punishment, or retaliation by the government;
9191 and
9292 WHEREAS, anti-DEI activists, politicians, and
9393 corporate decision-makers who attempt to prohibit DEI
9494 infringe upon the right of individuals to freely express
9595 themselves, diminish the diversity of perspectives that
9696 strengthen our society, and conflict with

127127 anti-discrimination laws; and
128128 WHEREAS, efforts to attack DEI are harmful to the
129129 bottom line and health of our economy; now therefore,
130130 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
131131 HOUSES THEREOF CONCURRING, That the State of Alabama affirms
132132 its commitment to promoting Diversity, Equity, and Inclusion
133133 as an essential foundation for achieving the American Dream
134134 and fostering environments where all individuals have the
135135 freedom to be healthy, prosperous, and safe and an
136136 opportunity to realize their full potential.
137137 BE IT FURTHER RESOLVED, That the State of Alabama
138138 encourages local, state, and federal policymakers,
139139 educational institutions, workplaces, and other
140140 organizations to adopt and uphold DEI principles that
141141 promote inclusivity, protect freedom of expression, remove
142142 barriers, and provide equitable opportunities for all
143143 individuals to pursue their dreams.
