1515 HJR___ ESTABLISHING THE ALABAMA UNMANNED AIRCRAFT SYSTEM
1616 STUDY COMMISSION.
1717 WHEREAS, the rapid development of unmanned aircraft
1818 technology, often called "drones," has provided great
1919 benefits to government agencies, businesses, industry, and
2020 agriculture in Alabama; and
2121 WHEREAS, the use of drones to protect citizens, law
2222 enforcement officers, and first responders from danger is an
2323 especially important function; and
2424 WHEREAS, defense and intelligence authorities in the
2525 United States and among our allies have found that certain
2626 drones manufactured by companies in or affiliated with
2727 hostile foreign nations have the capacity to engage in
2828 unauthorized transfers of data to intelligence and
2929 government authorities in those hostile nations; now
3030 therefore,
3131 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
3232 HOUSES THEREOF CONCURRING, That there is created the Alabama
3333 Unmanned Aircraft System Study Commission to evaluate the
3434 use of drones within this state, the vulnerability of drones
3535 to unauthorized transfer of data by hostile actors, any
3636 practices or protocols necessary to secure sensitive data,
3737 and the feasibility of alternatives to current
3838 foreign-sourced drones.

6969 (a) The membership of the study commission shall
7070 consist of all of the following:
7171 (1) One member appointed by the Governor.
7272 (2) One member appointed by the Lieutenant Governor.
7373 (3) One member appointed by the President Pro Tempore
7474 of the Senate.
7575 (4) One member appointed by the Minority Leader of
7676 the Senate.
7777 (5) One member appointed by the Speaker of the House
7878 of Representatives.
7979 (6) One member appointed by the Minority Leader of
8080 the House of Representatives.
8181 (7) The State Budget Officer.
8282 (8) One member appointed by the Secretary of the
8383 Alabama State Law Enforcement Agency.
8484 (9) One member appointed by the Attorney General.
8585 (b) The appointing authorities shall coordinate their
8686 appointments to ensure the study commission membership is
8787 inclusive and reflects the racial, gender, geographic,
8888 urban, rural, and economic diversity of the state.
8989 (c) The study commission shall evaluate all of the
9090 following:
9191 (1) The use of drones within the state.
9292 (2) The potential vulnerability of drones to
9393 unauthorized data transfers initiated by hostile actors.
9494 (3) Any practices or protocols necessary to secure
9595 sensitive data.

125125 (4) The feasibility of alternatives to current
126126 foreign-sourced drones.
127127 (d) The first meeting of the study commission shall
128128 be held at the call of the Governor no later than 90 days
129129 after this resolution's passage, at which time the study
130130 commission shall elect a chair and a vice chair. The study
131131 commission may then meet as necessary to conduct business.
132132 (e) The Legislative Services Agency, the Clerk of the
133133 House of Representatives, and the Secretary of the Senate
134134 shall provide administrative and other assistance for the
135135 work of the study commission as necessary.
136136 (f)(1) The legislative members of the study
137137 commission shall be entitled to their legislative
138138 compensation, per diem, and travel expenses for each day
139139 they attend a meeting of the study commission pursuant to
140140 Section 49 of the Constitution of Alabama of 2022.
141141 (2) The nonlegislative members of the study
142142 commission shall serve without compensation but may be
143143 reimbursed for necessary expenses in attending meetings of
144144 the study commission pursuant to the policies of their
145145 respective appointing authority.
146146 (g) The study commission shall prepare and submit a
147147 report of its findings to the Legislature not later than the
148148 fifteenth legislative day of the 2026 Regular Session, at
149149 which point the study commission shall stand dissolved and
150150 discharged of any future duties and liabilities.
151151 (h) Pursuant to Section 36-14-17.1, Code of Alabama
152152 1975, the study commission shall provide a notice of all

182182 1975, the study commission shall provide a notice of all
183183 meetings, the name of each member serving on the study
184184 commission, and a copy of the final report and any other
185185 documents produced by the study commission throughout its
186186 duration to the Secretary of State.
187187 (i) Each appointing authority named herein shall be
188188 provided a copy of this resolution upon its passage.
