HJR___ COMMENDING JOHN CLYDE RIGGS FOR HIS SELFLESS
DEDICATION TO THE ALABAMA-TOMBIGBEE REGIONAL COMMISSION.
WHEREAS, with great pride and special pleasure, John
Clyde Riggs is highly commended for his many years of
selfless service to the Alabama-Tombigbee Regional
Commission (ATRC); and 
WHEREAS, a native of Wilcox County, Mr. Riggs
received his Bachelor of Science in Accounting from Auburn
University in 1972; he began his career with ATRC in 1974;
and 
WHEREAS, the ATRC is a 10 county regional planning
and development commission, providing service in economic
development, community planning, technical assistance, aging
programs, Medicaid waiver services, and rural
transportation; and
WHEREAS, in 1997, Mr. Riggs became the Executive
Director of ATRC; he demonstrated superior leadership
managing ATRC; he also served as point of contact for the
Wilcox County Industrial Development Authority; and
WHEREAS, Mr. Riggs was instrumental in the creation
of Black Belt Treasures Cultural Art Center in Camden,
Alabama, which has brought visitors from all 50 states and
over 30 foreign countries; and
WHEREAS, Mr. Riggs has personified the image of a

WHEREAS, Mr. Riggs has personified the image of a
true public servant; he made sure to be as active as
possible in his community which led to him serving on
numerous boards and organizations, including the Camden City
Council, the Wilcox County Commission, the Economic
Development Association of Alabama, the Black Belt Action
Commission, and served as Chairman of the Will Bledsole
Fund; and 
WHEREAS, for the past 50 years of tireless, selfless
public service Mr. Riggs has distinguished himself as an
outstanding leader and public servant; now therefore, 
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
HOUSES THEREOF CONCURRING, That it is an honor to offer this
resolution to John Clyde Riggs and to the organization that
he leads with best wishes for continued success.
