17	17	HJR___ COMMENDING THE ALABAMA DEPARTMENT OF PUBLIC HEALTH ON
18	18	THE OCCASION OF ITS 150TH ANNIVERSARY OF SERVICE TO THE
19	19	STATE OF ALABAMA.
20	20	WHEREAS, we are pleased and proud to recognize the
21	21	150th Anniversary of the Alabama Department of Public Health
22	22	(ADPH) and join in commemorating the observance to be
23	23	launched this month and celebrated throughout this
24	24	sesquicentennial year; and
25	25	WHEREAS, before the department was created, rampant
26	26	epidemics led to losses of life from deadly diseases that
27	27	are now preventable; and at a time when maternal mortality
28	28	was high and only one in three infants lived to reach one
29	29	year of age, members of the Alabama General Assembly
30	30	realized the need to establish public health activities and
31	31	promote sanitary science for the good of the citizenry; and
32	32	WHEREAS, the Alabama General Assembly passed a law on
33	33	February 19, 1875, to establish a system of hygiene for the
34	34	state that would "preserve and prolong human life"; they
35	35	created a program of education to "elucidate all persons on
36	36	the laws that govern a healthful existence" and a method of
37	37	enforcing the health laws "for the welfare of their fellow
38	38	creatures"; the state medical leaders foresaw a vision of
39	39	health, "wonderful in proportion, exempt from bodily
40	40	suffering"; and

71	71	WHEREAS, led by the State Health Officer from its
72	72	inception, the department has endeavored to improve the
73	73	health of the state's citizens; it has investigated and
74	74	helped contain outbreaks of infectious diseases, such as
75	75	tuberculosis; diseases associated with poor hygiene and poor
76	76	sanitation, such as typhoid; and diseases associated with
77	77	poor nutrition, like pellagra and goiter; and
78	78	WHEREAS, Alabama was the first state in the nation to
79	79	open a county health department facility in every county in
80	80	the state and, under the direction and guidance of twelve
81	81	State Health Officers, has remained committed to a rich
82	82	history of serving the public by striving to keep Alabamians
83	83	healthy, safe, and informed; and
84	84	WHEREAS, ADPH touches the lives of every person
85	85	living in Alabama while promoting and embodying the core
86	86	values of excellence, integrity, innovation, and community,
87	87	as well as providing high-quality services to clients, and
88	88	serving them with compassion, empathy, fairness, and
89	89	respect; and
90	90	WHEREAS, since its founding, ADPH has made many
91	91	notable contributions and has played a vital role in
92	92	safeguarding Alabama's health by taking evidence-based
93	93	approaches to improve health outcomes, prevent injuries and
94	94	deaths through early intervention, and promote healthy
95	95	lifestyles; and
96	96	WHEREAS, the vision of healthy people, healthy
97	97	communities, and a healthy Alabama has endured well into the
98	98	21st Century; now therefore,

129	129	BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
130	130	HOUSES THEREOF CONCURRING, That we proudly congratulate and
131	131	commend the Alabama Department of Public Health on its
132	132	achievements upon the celebration of its Sesquicentennial
133	133	Anniversary, and we offer this resolution for appropriate
134	134	display in accord with the ADPH mission of promoting,
135	135	protecting, and improving Alabama's health.
