1717 HJR___ COMMENDING THE ALABAMA DEPARTMENT OF PUBLIC HEALTH ON
1818 THE OCCASION OF ITS 150TH ANNIVERSARY OF SERVICE TO THE
1919 STATE OF ALABAMA.
2020 WHEREAS, we are pleased and proud to recognize the
2121 150th Anniversary of the Alabama Department of Public Health
2222 (ADPH) and join in commemorating the observance to be
2323 launched this month and celebrated throughout this
2424 sesquicentennial year; and
2525 WHEREAS, before the department was created, rampant
2626 epidemics led to losses of life from deadly diseases that
2727 are now preventable; and at a time when maternal mortality
2828 was high and only one in three infants lived to reach one
2929 year of age, members of the Alabama General Assembly
3030 realized the need to establish public health activities and
3131 promote sanitary science for the good of the citizenry; and
3232 WHEREAS, the Alabama General Assembly passed a law on
3333 February 19, 1875, to establish a system of hygiene for the
3434 state that would "preserve and prolong human life"; they
3535 created a program of education to "elucidate all persons on
3636 the laws that govern a healthful existence" and a method of
3737 enforcing the health laws "for the welfare of their fellow
3838 creatures"; the state medical leaders foresaw a vision of
3939 health, "wonderful in proportion, exempt from bodily
4040 suffering"; and

7171 WHEREAS, led by the State Health Officer from its
7272 inception, the department has endeavored to improve the
7373 health of the state's citizens; it has investigated and
7474 helped contain outbreaks of infectious diseases, such as
7575 tuberculosis; diseases associated with poor hygiene and poor
7676 sanitation, such as typhoid; and diseases associated with
7777 poor nutrition, like pellagra and goiter; and
7878 WHEREAS, Alabama was the first state in the nation to
7979 open a county health department facility in every county in
8080 the state and, under the direction and guidance of twelve
8181 State Health Officers, has remained committed to a rich
8282 history of serving the public by striving to keep Alabamians
8383 healthy, safe, and informed; and
8484 WHEREAS, ADPH touches the lives of every person
8585 living in Alabama while promoting and embodying the core
8686 values of excellence, integrity, innovation, and community,
8787 as well as providing high-quality services to clients, and
8888 serving them with compassion, empathy, fairness, and
8989 respect; and
9090 WHEREAS, since its founding, ADPH has made many
9191 notable contributions and has played a vital role in
9292 safeguarding Alabama's health by taking evidence-based
9393 approaches to improve health outcomes, prevent injuries and
9494 deaths through early intervention, and promote healthy
9595 lifestyles; and
9696 WHEREAS, the vision of healthy people, healthy
9797 communities, and a healthy Alabama has endured well into the
9898 21st Century; now therefore,

129129 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
130130 HOUSES THEREOF CONCURRING, That we proudly congratulate and
131131 commend the Alabama Department of Public Health on its
132132 achievements upon the celebration of its Sesquicentennial
133133 Anniversary, and we offer this resolution for appropriate
134134 display in accord with the ADPH mission of promoting,
135135 protecting, and improving Alabama's health.
