1717 HJR___ EXPRESSING SUPPORT FOR THE RECAPITALIZATION OF THE
1818 KC-135 TO THE KC-46A FOR THE 117TH AIR REFUELING WING.
1919 WHEREAS, the 117th Air Refueling Wing of the Alabama
2020 Air National Guard, based at Sumpter Smith Joint National
2121 Guard Base in Birmingham, plays a critical role in national
2222 defense, providing essential air refueling capabilities for
2323 the United States Air Force and allied forces worldwide; and
2424 WHEREAS, the KC-135 Stratotanker, currently operated
2525 by the 117th Air Refueling Wing, has been a reliable
2626 platform for decades but is increasingly challenged by
2727 operational and maintenance limitations due to its age; and
2828 WHEREAS, the recapitalization of the KC-135 to the
2929 KC-46A Pegasus represents a vital modernization effort to
3030 ensure the 117th Air Refueling Wing maintains its
3131 operational readiness and ability to meet current and future
3232 mission demands; and
3333 WHEREAS, the KC-46A Pegasus offers advanced
3434 capabilities, including increased fuel capacity, improved
3535 communications, and enhanced interoperability, all of which
3636 are critical for maintaining the United States' strategic
3737 advantage and supporting global defense operations; and
3838 WHEREAS, the 117th Air Refueling Wing's
3939 recapitalization aligns with Alabama's commitment to
4040 supporting national defense initiatives and highlights the

7070 supporting national defense initiatives and highlights the
7171 state's strategic contributions to military readiness and
7272 homeland security; and
7373 WHEREAS, the recapitalization effort will not only
7474 strengthen national security but also sustain and create
7575 high-quality jobs in the Birmingham area, contributing to
7676 the local and state economy; and
7777 WHEREAS, the Alabama National Guard and members of
7878 the Alabama congressional delegation have already
7979 demonstrated strong support for this recapitalization,
8080 including direct engagement with the Secretary of the Air
8181 Force and the National Guard Bureau; and
8282 WHEREAS, a formal joint resolution from the Alabama
8383 Legislature will amplify the state's unified voice in
8484 advocating for the recapitalization and underscore its
8585 strategic importance to the Department of Defense; now
8686 therefore,
8787 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
8888 HOUSES THEREOF CONCURRING, That the Alabama Legislature
8989 hereby expresses its full and unequivocal support for the
9090 recapitalization of the KC-135 Stratotanker to the KC-46A
9191 Pegasus for the 117th Air Refueling Wing at Sumpter Smith
9292 Joint National Guard Base.
9393 BE IT FURTHER RESOLVED, That the Alabama Legislature
9494 urges the United States Secretary of the Air Force, the
9595 National Guard Bureau, and all other relevant federal
9696 entities to prioritize and approve the recapitalization
9797 effort.
