17	17	HJR___ EXPRESSING SUPPORT FOR THE RECAPITALIZATION OF THE
18	18	KC-135 TO THE KC-46A FOR THE 117TH AIR REFUELING WING.
19	19	WHEREAS, the 117th Air Refueling Wing of the Alabama
20	20	Air National Guard, based at Sumpter Smith Joint National
21	21	Guard Base in Birmingham, plays a critical role in national
22	22	defense, providing essential air refueling capabilities for
23	23	the United States Air Force and allied forces worldwide; and
24	24	WHEREAS, the KC-135 Stratotanker, currently operated
25	25	by the 117th Air Refueling Wing, has been a reliable
26	26	platform for decades but is increasingly challenged by
27	27	operational and maintenance limitations due to its age; and
28	28	WHEREAS, the recapitalization of the KC-135 to the
29	29	KC-46A Pegasus represents a vital modernization effort to
30	30	ensure the 117th Air Refueling Wing maintains its
31	31	operational readiness and ability to meet current and future
32	32	mission demands; and
33	33	WHEREAS, the KC-46A Pegasus offers advanced
34	34	capabilities, including increased fuel capacity, improved
35	35	communications, and enhanced interoperability, all of which
36	36	are critical for maintaining the United States' strategic
37	37	advantage and supporting global defense operations; and
38	38	WHEREAS, the 117th Air Refueling Wing's
39	39	recapitalization aligns with Alabama's commitment to
40	40	supporting national defense initiatives and highlights the

73	73	WHEREAS, the recapitalization effort will not only
74	74	strengthen national security but also sustain and create
75	75	high-quality jobs in the Birmingham area, contributing to
76	76	the local and state economy; and
77	77	WHEREAS, the Alabama National Guard and members of
78	78	the Alabama congressional delegation have already
79	79	demonstrated strong support for this recapitalization,
80	80	including direct engagement with the Secretary of the Air
81	81	Force and the National Guard Bureau; and
82	82	WHEREAS, a formal joint resolution from the Alabama
83	83	Legislature will amplify the state's unified voice in
84	84	advocating for the recapitalization and underscore its
85	85	strategic importance to the Department of Defense; now
86	86	therefore,
87	87	BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
88	88	HOUSES THEREOF CONCURRING, That the Alabama Legislature
89	89	hereby expresses its full and unequivocal support for the
90	90	recapitalization of the KC-135 Stratotanker to the KC-46A
91	91	Pegasus for the 117th Air Refueling Wing at Sumpter Smith
92	92	Joint National Guard Base.
93	93	BE IT FURTHER RESOLVED, That the Alabama Legislature
94	94	urges the United States Secretary of the Air Force, the
95	95	National Guard Bureau, and all other relevant federal
96	96	entities to prioritize and approve the recapitalization
97	97	effort.

128	128	resolution be provided to the Alabama congressional
129	129	delegation, the Secretary of the Air Force, the Chief of the

131	131	leadership of the 117th Air Refueling Wing to convey the
132	132	Legislature's steadfast support for this critical
