1515 HR___ MOURNING THE DEATH AND CELEBRATING THE LIFE OF UNITED
1616 STATES ARMY VETERAN, FORMER STATE LEGISLATOR, AND FORMER
1717 AMBASSADOR, WILLIAM JELKS CABANISS, JR.
1818 WHEREAS, it is with profound sorrow that we note the
1919 death of William Jelks "Bill" Cabaniss, Jr. of Birmingham,
2020 Alabama, on February 2, 2025, at the age of 86; and
2121 WHEREAS, his departure leaves a void in the lives of
2222 his loving family, many friends, and the community where he
2323 was highly regarded; and
2424 WHEREAS, Bill Cabaniss was born in 1938 in Birmingham
2525 to William Jelks Cabaniss, Sr. and Florence Pierson Sanson
2626 Cabaniss; he graduated from the Lawrenceville School in New
2727 Jersey in 1956 and matriculated to Vanderbilt University,
2828 graduating in 1960; he trained in Vanderbilt's ROTC program
2929 and was commissioned a Second Lieutenant in the United
3030 States Army; he served as an Airborne Ranger for three years
3131 of active duty in Germany; and in 1964, he was awarded the
3232 Army Commendation Medal; and
3333 WHEREAS, in 1962, Bill Cabaniss married his wife of
3434 58 years, Catherine Hood Caldwell; they shared an
3535 extraordinary life together, beginning in Zweibrucken,
3636 Germany; after Bill's honorable discharge from active duty,
3737 the couple moved to Birmingham to start their family; he
3838 acquired a small metal grinding company that he successfully

6868 acquired a small metal grinding company that he successfully
6969 built into Precision Grinding, Inc.; and
7070 WHEREAS, concerned about Alabama's relationship to
7171 business, Bill Cabaniss ran for and won a seat in the
7272 Alabama House of Representatives in 1978; in 1982, he was
7373 elected to the Alabama State Senate and served eight years;
7474 he supported many bipartisan bills that most benefited the
7575 citizens of Alabama; his peers voted him one of five
7676 outstanding state senators; and
7777 WHEREAS, State Senator Cabaniss attempted a run for
7878 the U.S. Senate and, although he was unsuccessful, he gained
7979 the friendship of President George W. Bush who appointed him
8080 Ambassador to the Czech Republic; he served that post with
8181 distinction from 2004 to 2006, further cementing ties
8282 between the two democracies; he traveled and lectured
8383 throughout Europe on behalf of the United States and the
8484 Czech Republic; he maintained a friendship with President
8585 Vaclav Klaus and upon returning home, he became involved in
8686 several not-for-profit organizations in Prague and New York;
8787 and
8888 WHEREAS, he was active in his Birmingham community
8989 and served on the boards of directors for several notable
9090 firms; he chaired the Metropolitan Development Board and the
9191 Board of Junior Achievement of Jefferson County; he was
9292 inducted into the Alabama Academy of Honor in 2004 and the
9393 Alabama Business Hall of Fame in 2006; he served faithfully
9494 as Senior Warden at Saint Luke's Episcopal Church for many
9595 years; and
9696 WHEREAS, he was predeceased by his wife; son, William

126126 WHEREAS, he was predeceased by his wife; son, William
127127 Jelks Cabaniss III; and sister, Joan Cabaniss Harrison; he
128128 will be lovingly remembered by his loving fiance, Linda
129129 Parker Johnson; daughters, Mary Cabaniss Ballard and Frances
130130 Cabaniss Johnson (Kenny); sister, Florence Cabaniss Parnegg;
131131 his beloved grandchildren, Mary Steele Johnson, Bill
132132 Johnson, Kenny Johnson, and twins, Frances Jean and Maria
133133 Nancy Ballard; and a host of nieces, nephews, extended
134134 family, and many friends and former colleagues; and
135135 WHEREAS, although his presence will be greatly
136136 missed, the memory of Bill Cabaniss will be cherished in the
137137 hearts of all who knew and loved him; now therefore,
138138 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
139139 LEGISLATURE OF ALABAMA, That the death of William Jelks
140140 Cabaniss, Jr. is recorded with deep sadness, and this
141141 resolution is offered to his family in tribute to his life
142142 and with heartfelt sympathy to his loved ones whose grief is
143143 shared by many.
