17 | 17 | | WHEREAS, with great pride and pleasure, this body |
---|
18 | 18 | | bestows highest honors on the life, legacy, and |
---|
19 | 19 | | accomplishments of United States Veteran and voting rights |
---|
20 | 20 | | activist Samuel Miller of Russell County; and |
---|
21 | 21 | | WHEREAS, Samuel Miller was born on March 5, 1919, in |
---|
22 | 22 | | Eufaula, Alabama; he married Louise Griggs, and to their |
---|
23 | 23 | | holy union 15 children were born; the family worshiped at |
---|
24 | 24 | | Antioch Baptist Church where he served as an ordained deacon |
---|
25 | 25 | | and Chairman of the Deacon Board; and |
---|
26 | 26 | | WHEREAS, Samuel Miller lived a life of service; he |
---|
27 | 27 | | joined the United States Navy and served during World War |
---|
28 | 28 | | II, earning the rank of Seaman First Class; upon his |
---|
29 | 29 | | honorable discharge, he attended the United States Army |
---|
30 | 30 | | Infantry Center where he obtained a diploma and |
---|
31 | 31 | | certification as an Automotive Equipment Repair Inspector; |
---|
32 | 32 | | he served 37 years of civil service in the U.S. Army's |
---|
33 | 33 | | Transportation Motor Pool at Fort Benning, Georgia; and |
---|
34 | 34 | | WHEREAS, Samuel Miller was passionate about serving |
---|
35 | 35 | | his community; he was instrumental in cleaning up corruption |
---|
36 | 36 | | in Russell County and Phenix City, which were riddled with |
---|
37 | 37 | | vice and local officials who took bribes; he was a founding |
---|
38 | 38 | | member of the Russell County Betterment Association, which |

79 | 79 | | changed their focus to getting African Americans elected |

80 | 80 | | into offices in Phenix City; the association continued to |
---|
81 | 81 | | register voters in record numbers but continued to be set |
---|
82 | 82 | | back by roadblocks, particularly in how the districts were |
---|
83 | 83 | | divided, ensuring that White people won the elections; the |
---|
84 | 84 | | association called in the United States Department of |
---|
85 | 85 | | Justice, which drew up new districts with the advice of |
---|
86 | 86 | | Miller and his associates; in 1986, they were successful and |
---|
87 | 87 | | the first Black constable and county commissioners were |
---|
88 | 88 | | elected to public office; and |
---|
89 | 89 | | WHEREAS, Samuel Miller sacrificed many hours to stop |
---|
90 | 90 | | political abuse, to ensure that African Americans in Russell |
---|
91 | 91 | | County were able to vote, and to end segregation; he was a |

92 | 92 | | member of Prince Hall Masonry Lodge and was Master of the |
---|
93 | 93 | | Oswichee Lodge 785; he passed to the embrace of his Lord and |
---|
