1515 HR____ HONORING THE LIFE, LEGACY, AND ACCOMPLISHMENTS OF
1616 SAMUEL MILLER.
1717 WHEREAS, with great pride and pleasure, this body
1818 bestows highest honors on the life, legacy, and
1919 accomplishments of United States Veteran and voting rights
2020 activist Samuel Miller of Russell County; and
2121 WHEREAS, Samuel Miller was born on March 5, 1919, in
2222 Eufaula, Alabama; he married Louise Griggs, and to their
2323 holy union 15 children were born; the family worshiped at
2424 Antioch Baptist Church where he served as an ordained deacon
2525 and Chairman of the Deacon Board; and
2626 WHEREAS, Samuel Miller lived a life of service; he
2727 joined the United States Navy and served during World War
2828 II, earning the rank of Seaman First Class; upon his
2929 honorable discharge, he attended the United States Army
3030 Infantry Center where he obtained a diploma and
3131 certification as an Automotive Equipment Repair Inspector;
3232 he served 37 years of civil service in the U.S. Army's
3333 Transportation Motor Pool at Fort Benning, Georgia; and
3434 WHEREAS, Samuel Miller was passionate about serving
3535 his community; he was instrumental in cleaning up corruption
3636 in Russell County and Phenix City, which were riddled with
3737 vice and local officials who took bribes; he was a founding
3838 member of the Russell County Betterment Association, which

6868 member of the Russell County Betterment Association, which
6969 took on problems that involved discrimination and
7070 disenfranchisement of African Americans; he was one of the
7171 first Black men to register to vote in the county;
7272 recognizing the need to help his community to register to
7373 vote, he joined the Russell County Voting Association; he
7474 taught many people in Russell County to read and write and
7575 pass the literacy test; he and other Russell County
7676 activists campaigned to get every eligible Black person in
7777 the area registered; and
7878 WHEREAS, in 1970, Samuel Miller and the association
7979 changed their focus to getting African Americans elected
8080 into offices in Phenix City; the association continued to
8181 register voters in record numbers but continued to be set
8282 back by roadblocks, particularly in how the districts were
8383 divided, ensuring that White people won the elections; the
8484 association called in the United States Department of
8585 Justice, which drew up new districts with the advice of
8686 Miller and his associates; in 1986, they were successful and
8787 the first Black constable and county commissioners were
8888 elected to public office; and
8989 WHEREAS, Samuel Miller sacrificed many hours to stop
9090 political abuse, to ensure that African Americans in Russell
9191 County were able to vote, and to end segregation; he was a
9292 member of Prince Hall Masonry Lodge and was Master of the
9393 Oswichee Lodge 785; he passed to the embrace of his Lord and
9494 Savior on November 14, 1992; now therefore,
9595 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
9696 LEGISLATURE OF ALABAMA, That the life, legacy, and
