20 | 20 | | we recognize Dr. Raymond "Corky" Clinton, Jr. for his |

21 | 21 | | extraordinary career at the National Aeronautics and Space |

22 | 22 | | Administration (NASA) Marshall Space Flight Center; he has |

23 | 23 | | dedicated over 40 years to serving America's Space Program; |

25 | 25 | | WHEREAS, a native of Hot Springs, Arkansas, Dr. |

26 | 26 | | Clinton earned his bachelor's, master's, and doctoral |

27 | 27 | | degrees from the Georgia Institute of Technology in Atlanta, |

28 | 28 | | in 1973, 1976, and 1982, respectively; and |
---|
29 | 29 | | WHEREAS, Dr. Clinton joined the Marshall Center in |
---|
30 | 30 | | 1984 as an aerospace ceramic materials engineer in the |
---|
31 | 31 | | Materials and Processes Laboratory of the former Science and |
---|
32 | 32 | | Engineering Directorate; and |
---|
33 | 33 | | WHEREAS, from 1998 to 2003, Dr. Clinton cochaired a |
---|
34 | 34 | | NASA team that led the coordination of NASA and U.S. |
---|
35 | 35 | | Department of Defense rocket propulsion materials research; |
---|
36 | 36 | | he formulated and implemented an integrated materials |
---|
37 | 37 | | development plan supporting liquid rocket boost and orbit |

79 | 79 | | WHEREAS, from 2003 to 2006, Dr. Clinton was manager |

80 | 80 | | of the Microgravity Science and Applications Department, |

81 | 81 | | part of Marshall's former Science Directorate; he was |

82 | 82 | | chiefly responsible for planning, budgeting, and overseeing |
---|
83 | 83 | | research to enable NASA's exploration of space; he led a |
---|
84 | 84 | | team of some 450 researchers, engineers, and support |
---|
85 | 85 | | personnel conducting world-class materials research, |
---|
86 | 86 | | technology development, and hardware design and fabrication, |
---|
87 | 87 | | all supporting research in space and on Earth; during that |
---|
88 | 88 | | period, he also was selected to lead NASA's investigation |
---|
89 | 89 | | into thermal protection system foam loss during liftoff of |
---|
90 | 90 | | space shuttle Discovery on the STS-114 mission in July 2005; |

91 | 91 | | the findings and recommendations of the investigation led to |

92 | 92 | | several significant design and safety improvements to the |

93 | 93 | | thermal protection system of the space shuttle's external |
