1717 HR____ HONORING DR. RAYMOND CLINTON, JR. ON HIS RETIREMENT
1818 FROM NASA'S MARSHALL SPACE FLIGHT CENTER.
1919 WHEREAS, it is with great respect and admiration that
2020 we recognize Dr. Raymond "Corky" Clinton, Jr. for his
2121 extraordinary career at the National Aeronautics and Space
2222 Administration (NASA) Marshall Space Flight Center; he has
2323 dedicated over 40 years to serving America's Space Program;
2424 and
2525 WHEREAS, a native of Hot Springs, Arkansas, Dr.
2626 Clinton earned his bachelor's, master's, and doctoral
2727 degrees from the Georgia Institute of Technology in Atlanta,
2828 in 1973, 1976, and 1982, respectively; and
2929 WHEREAS, Dr. Clinton joined the Marshall Center in
3030 1984 as an aerospace ceramic materials engineer in the
3131 Materials and Processes Laboratory of the former Science and
3232 Engineering Directorate; and
3333 WHEREAS, from 1998 to 2003, Dr. Clinton cochaired a
3434 NASA team that led the coordination of NASA and U.S.
3535 Department of Defense rocket propulsion materials research;
3636 he formulated and implemented an integrated materials
3737 development plan supporting liquid rocket boost and orbit
3838 transfer engines, solid rocket motors for boost and orbit
3939 transfer, and tactical rocket motors and spacecraft

7171 WHEREAS, in 2002, Dr. Clinton was named special
7272 assistant for research integration and management, he
7373 established integrated research policies for NASA's Physical
7474 Sciences Research Division, which encompassed theoretical
7575 and experimental research in the areas of fluid physics,
7676 combustion, materials, biomolecular physics, chemistry,
7777 nanotechnology, and other technologies tied to human
7878 exploration and development of the space frontier; and
7979 WHEREAS, from 2003 to 2006, Dr. Clinton was manager
8080 of the Microgravity Science and Applications Department,
8181 part of Marshall's former Science Directorate; he was
8282 chiefly responsible for planning, budgeting, and overseeing
8383 research to enable NASA's exploration of space; he led a
8484 team of some 450 researchers, engineers, and support
8585 personnel conducting world-class materials research,
8686 technology development, and hardware design and fabrication,
8787 all supporting research in space and on Earth; during that
8888 period, he also was selected to lead NASA's investigation
8989 into thermal protection system foam loss during liftoff of
9090 space shuttle Discovery on the STS-114 mission in July 2005;
9191 the findings and recommendations of the investigation led to
9292 several significant design and safety improvements to the
9393 thermal protection system of the space shuttle's external
9494 tank; and
9595 WHEREAS, from 2011-2021, Dr. Clinton was the Deputy
9696 Director of the Science and Technology Office where he
9797 managed day-to-day oversight of the organization and its
9898 more than 250 civil service and contract employees; the

129129 office conducts advanced research at the intersection of
130130 science and exploration, expanding general scientific
131131 knowledge and understanding, while furthering NASA's mission
132132 to extend our reach across the solar system; and
133133 WHEREAS, since 2021, Dr. Clinton has been a senior
134134 technical advisor in the Science and Technology Office at
135135 NASA's Marshall Space Flight Center in Huntsville with a
136136 primary responsibility over the Moon to Mars Planetary
137137 Autonomous Construction Technology Project; and
138138 WHEREAS, he is the recipient of numerous NASA and
139139 industry awards, which include the Presidential Rank Award
140140 for Meritorious Executive for his outstanding achievements
141141 at NASA; the NASA Silver Snoopy award, presented in 1990 by
142142 the Astronaut Corps for his noteworthy contributions to
143143 NASA's ongoing human spaceflight missions; and NASA's
144144 Outstanding Leadership Medal in 2006 for his leadership of
145145 the Reinforced Carbon-Carbon Aging Effects Team and his
146146 contributions to Return to Flight; now therefore,
147147 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
148148 LEGISLATURE OF ALABAMA, That we hereby extend deepest
149149 gratitude and respect to Dr. Raymond "Corky" Clinton, Jr.
150150 for his distinguished career at the National A eronautics and
151151 Space Administration Marshall Space Flight Center and offer
152152 our heartfelt congratulations on the occasion of his
153153 well-earned retirement.
