15+SYNOPSIS:
16+This bill makes supplemental appropriations for
17+the fiscal year ending September 30, 2025, from the
18+Education Trust Fund to various agencies and entities
19+in a total amount of $524,276,588.

1823 To make supplemental appropriations for the fiscal year
1924 ending September 30, 2025, from the Education Trust Fund to
2025 various agencies and entities in a total amount of
2126 $524,276,588.
2227 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2328 Section 1. In addition to all other appropriations
2429 heretofore or hereafter made, there is hereby appropriated a
2530 total of $524,276,588 from the Education Trust Fund to the
2631 following agencies and entities for the purposes specified
2732 below for the fiscal year ending September 30, 2025:
2833 (1) To the State Board of Education – Local Boards of
29-Education, $28,000,000 to be used for textbook adoption
30-(2) To the State Department of Education for one-time
31-expenses, $134,654,000. Of this amount, $16,000,000 shall be
32-for Ed Farm to be used for capital outlay or other necessary
33-expenses for a coding workforce training program; $2,500,000
34-shall be used for AED’s in Schools; $15,000,000 shall be for
35-School Safety to provide additional training, services,
36-supplies, and materials to support school safety initiatives
37-and safety contracts to be allocated pursuant to Chapter 22B,
34+Education, $133,000,000. Of this amount, $5,000,000 shall be
35+used for TEAMS to cover current contracts; $28,000,000 shall
36+be used for textbook adoption; and $100,000,000 shall be

67-and safety contracts to be allocated pursuant to Chapter 22B,
68-Title 16, Code of Alabama 1975, including $3,000,000 for
69-School Mapping; to be allocated $10,000,000 shall be used for
70-College and Career Readiness Grants; $10,300,000 shall be used
71-for Charter School Grants which shall be distributed to the
72-several existing conversion and start-up charter schools that
73-are physically located in a school system with a B, C, D, or F
74-as defined by the Alabama Education Report Card, Chapter 6C,
75-Title 16, Code of Alabama 1975, on a per pupil basis;
76-$5,000,000 shall be used for the Heman Drummond Center for
77-Innovation; $14,000,000 shall be used for Principal and
78-Assistant Principal Supplements to cover current obligations;
79-$7,300,000 shall be used for the School Breakfast Program;
80-$350,000 shall be used for Speech Pathologists to cover
81-current obligations; $30,000,000 shall be used for the Summer
82-and Afterschool Program; $10,000,000 shall be used for

67+distributed according to the fleet renewal guidelines to be
68+used for the purchase of school buses or the retirement of
69+school bus debt. For any school system that is currently up
70+to date in purchasing regular route buses, application may be
71+made to the State Superintendent of Education to flex these
72+funds for other educational purposes.
73+(2) To the State Department of Education for one-time
74+expenses, $161,114,000. Of this amount, $5,000,000 shall be

141-$200,000 for the Student Art Program. The Council of the Arts
142-may award grants from the facilities grant program for
143-projects that build, renovate, restore, preserve, or enhance
144-arts facilities in Alabama, including performing arts centers,
145-art museums and galleries, multi-purpose arts centers, artist
146-residency facilities, and outdoor performance venues. Eligible
147-entities include: (i) 501(c) (3) nonprofit arts organizations
148-chartered in Alabama, active and in good standing with the
149-Internal Revenue Service and the council; or (ii) an entity of
150-local government. Grant amounts shall not exceed $100,000 to
151-any one entity, with the first two grants being reserved for
152-the Wetumpka Depot Theatre and the Kelly Fitzpatrick Center.
153-(5) To the Music Hall of Fame, $250,000.

150+reasonable administrative expenses for the administering
