2222 To make supplemental appropriations from the Education
2323 Trust Fund Advancement and Technology Fund for the fiscal year
2424 ending September 30, 2025, to the public institutions of
2525 higher education in the amount of $342,125,000, and to the
2626 Department of Education, the Board of Trustees of the Alabama
2727 Institute for Deaf and Blind, the Board of Youth Services
2828 School Districts, the Board of Directors of the Alabama School
2929 of Fine Arts, the Board of Trustees of the Alabama School of
3030 Math and Science, the Board of Trustees of the Alabama School
3131 of Cyber Technology and Engineering, and the Board of Trustees
3232 of the Alabama School of Healthcare Sciences in the amount of
33-$807,866,080, to the Department of Education in the amount of
34-$100,000,000, and to reappropriate unexpended and reverted
33+$907,875,000, and to reappropriate unexpended and reverted
3534 funds from the fiscal year ending September 30, 2024 in the

3736 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

490+Education to be distributed to the Ed Farm Classroom of
491+Tomorrow. These funds will be used by Ed Farm to provide
492+technology tools and professional development services to
493+classroom teachers in an effort to improve instruction and
494+student learning gains. It is the intent of the legislature
495+that in addition to general programmatic costs, Ed Farm may
496+also expend funds for software, hardware, administrative
497+costs, and professional learning services.
498+(2) The State Superintendent shall provide a report of
499+the initiative to the Chair of the House Ways and
500+Means-Education Committee and the Chair of the Senate
501+Committee on Finance and Taxation-Education no later than
502+October 1, 2026.
503+Section 4. Notwithstanding any other provisions of
504+this act or any other act, in addition to the above
505+appropriations, $35,057,322 of Advancement and Technology Fund
506+appropriations for the fiscal year ending September 30, 2024
507+to the State Department of Education which were unexpended and
508+reverted on September 30, 2024 are hereby reappropriated to
509+the following local boards of education in the following
510+amounts:

645-Section 29-9-4, Code of Alabama 1975, and in addition to all
646-other appropriations heretofore or hereafter made, there is
647-hereby appropriated a total of $100,000,000 from the Education
648-Trust Fund Advancement and Technology Fund to the Department
649-of Education to provide matching grants to local education
650-agencies for expenses related to developing regional career
651-technology centers throughout the state, including capital
652-outlay and equipment. Grant proposals shall be submitted by a
653-collaboration of at lease two local education agencies. The
654-State Superintendent of Education shall utilize a sliding
655-scale of matching requirements for grant proposals, taking
656-into consideration the financial capacity of the eligible
657-local education agencies to provide matching funds, so long as
658-the required match does not exceed 50 percent of the total
659-cost of the project.
660-(b) The State Superintendent of Education shall notify
661-each local superintendent and finance officer of each local
662-education agency by email regarding the availability and
663-application process of grants to be awarded pursuant to this
664-section, including any required forms. The State
665-Superintendent shall notify all members of the local
666-legislative delegation five days prior to the announcement of
667-any grant made to any entity located in the legislative
668-jurisdiction. The five days prior notice requirement shall be
669-waived in the event of a declared emergency. The Governor

703-reverted on September 30, 2024 are hereby reappropriated to
