| 26 | 26 | | Relating to business licenses and permits; to prohibit |
|---|
| 27 | 27 | | a state or local agency from conditioning the issuance of a |
|---|
| 28 | 28 | | license or permit to a person on the person first obtaining a |
|---|
| 29 | 29 | | different license or permit from another state or local |
|---|

| 31 | 31 | | BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: |

| 32 | 32 | | Section 1. (a) As used in this section, the following |
|---|
| 33 | 33 | | terms have the following meanings: |
|---|
| 34 | 34 | | (1) GOVERNTMENTAL BODY. The state and any political |
|---|
| 35 | 35 | | subdivision of the state and any agency, department, board, or |
|---|
| 36 | 36 | | commission of the state or of a political subdivision of the |
|---|
| 37 | 37 | | state. |

| 38 | 38 | | (2) LICENSE. Any license, permit, or other |

| 68 | 68 | | (2) LICENSE. Any license, permit, or other |

| 69 | 69 | | certification issued by a governmental entity which is |
|---|
| 70 | 70 | | necessary to operate a business. The term does not include a |
|---|
| 71 | 71 | | license, permit, or certification from an occupational |
|---|
| 72 | 72 | | licensing board needed to carry out a profession. |

| 73 | 73 | | (b) Notwithstanding any law to the contrary, a |
|---|
| 74 | 74 | | governmental body may not require, as a condition for issuing |
|---|
| 75 | 75 | | a license to a person, that the person seeking the license |
|---|
| 76 | 76 | | first obtain a different license from a separate governmental |
|---|
| 77 | 77 | | body. |
|---|
| 78 | 78 | | Section 2. This act shall become effective on October |
|---|
| 79 | 79 | | 1, 2025. |
