16	16	This bill makes an appropriation of $450,000
17	17	from the Education Trust Fund to Southern Preparatory
18	18	Academy in Camp Hill, Alabama for the support and
19	19	maintenance of the educational program of the
20	20	institution, for the fiscal year ending September 30,
21	21	2026; to provide that the appropriation is subject to
22	22	certain provisions of the Code of Alabama 1975; to
23	23	require an operations plan and an audited financial
24	24	statement prior to the release of any funds; and to
25	25	require an end of year report .

28	28	AN ACT
29	29	To make an appropriation of $450,000 from the Education
30	30	Trust Fund to Southern Preparatory Academy in Camp Hill,
31	31	Alabama for the support and maintenance of the educational
32	32	program of the institution, for the fiscal year ending
33	33	September 30, 2026; to provide that the appropriation is
34	34	subject to certain provisions of the Code of Alabama 1975; to
35	35	require an operations plan and an audited financial statement
36	36	prior to the release of any funds; and to require an end of
37	37	year report.
38	38	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

66	66	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
67	67	Section 1. There is hereby appropriated the sum of
68	68	$450,000 from the Education Trust Fund to Southern Preparatory
69	69	Academy in Camp Hill, Alabama for the support and maintenance
70	70	of the educational program of the institution, for the fiscal
71	71	year ending September 30, 2026.
72	72	Section 2. The above appropriation is made for the
73	73	support of public education in Alabama and for the support and
74	74	maintenance of the above program. The appropriation shall be
75	75	subject to the provisions, terms, conditions, and limitations
76	76	of the Budget and Financial Control Act, Code of Alabama 1975,
77	77	Section 41-4-80 et seq.; the provisions of the Budget
78	78	Management Act of 1976, Code of Alabama 1975, Sections 41-19-1
79	79	et seq.; and any other provisions of this act.
80	80	Section 3. (a) Prior to the release of any funds
81	81	appropriated under this act, the following reports shall be
82	82	submitted:
83	83	(1) An operations plan for the fiscal year 2026,
84	84	including goals and measurable performance indicators, shall
85	85	be submitted to and approved by the Director of Finance, as
86	86	provided for state agencies in Code of Alabama 1975, Section
87	87	41-19-10.
88	88	(2) An audited financial statement for all operations
89	89	during the fiscal year 2024.
90	90	(b) It is the intent that funds appropriated for fiscal
91	91	year 2026 shall be released by the Director of Finance
92	92	following receipt of the above reports.
93	93	(c) In addition, quarterly reports shall be made to the
94	94	Director of Finance relating actual expenditures and

124	124	Director of Finance relating actual expenditures and
125	125	accomplishments to planned expenditures and accomplishments.
126	126	An end of year performance report for the fiscal year 2026
127	127	shall be made to the Director of Finance stating the work
128	128	accomplished and the services provided and the costs of
129	129	accomplishing the work and providing the services, citing
130	130	meaningful measures of program effectiveness and costs, as is
131	131	required for state agencies in Code of Alabama 1975, Section
132	132	41-19-11.
133	133	(d) The Director of Finance shall forward a copy of all
134	134	required reports to the Legislative Council in a timely
135	135	manner.
136	136	Section 4. This act shall become effective October 1, 2025.
