15	15	SYNOPSIS:
16	16	This bill makes supplemental appropriations for
17	17	the fiscal year ending September 30, 2025: from Alabama
18	18	State Board of Public Accountancy Fund to the Alabama
19	19	State Board of Public Accountancy in the amount of
20	20	$100,000; from Court Automation Fund to the Unified
21	21	Judicial System in the amount of $12,789,146; from
22	22	Advanced Technology and Data Exchange Fund to the
23	23	Unified Judicial System in the amount of $7,656,820;
24	24	and amends Act 2024-355, the General Fund Appropriation
25	25	Bill for the fiscal year ending September 30, 2025, to
26	26	increase the amount appropriated to the Alabama
27	27	Department of Transportation for paying the principal
28	28	of and interest on bonds issued for the purposes of
29	29	public highways and bridges .

75	75	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
76	76	Section 1. In addition to all other appropriations
77	77	heretofore and hereafter made, there is hereby appropriated
78	78	$100,000 from Alabama State Board of Public Accountancy Fund
79	79	to the Alabama State Board of Public Accountancy for the
80	80	fiscal year ending September 30, 2025.
81	81	Section 2. In addition to all other appropriations
82	82	heretofore and hereafter made, there is hereby appropriated
83	83	$12,789,146 from Court Automation Fund to the Unified Judicial
84	84	System for the fiscal year ending September 30, 2025.
85	85	Section 3. In addition to all other appropriations
86	86	heretofore and hereafter made, there is hereby appropriated
87	87	$7,656,820 from Advanced Technology and Data Exchange Fund to
88	88	the Unified Judicial System for the fiscal year ending
89	89	September 30, 2025.
90	90	Section 4. Section 3C of Act 2024-355, the General
91	91	Appropriations Act for the fiscal year ending September 30,
92	92	2025, is hereby amended as follows:

124	124	There is hereby appropriated for payment of the
125	125	principal of and the interest on all bonds heretofore or
126	126	hereafter issued for public highways and bridge purposes, or
127	127	either, by the State of Alabama, Alabama Federal Aid Highway
128	128	Finance Authority, Alabama Highway Finance Corporation, or
129	129	Alabama Industrial Access Road and Bridge Corporation, a total
130	130	of $113,253,921 $126,253,921 or so much thereof as may be
131	131	necessary for payment of said principal and interest at their
132	132	respective maturities, of the revenues pledged for such
133	133	payment. There is also hereby appropriated an amount not to
134	134	exceed $25,000,000 as an annual contribution to the Alabama
135	135	Transportation Infrastructure Bank, if needed, for payment of
136	136	debt service. The Director of Transportation, with the consent
137	137	of the Governor and the Director of Finance, shall have the
138	138	authority to transfer any appropriation or any portion thereof
139	139	between and among subdivisions (a), (b) and (c) of this
140	140	section whenever such transfer shall be necessary to assure
141	141	maximum utilization of federal matching funds which shall
142	142	become available. In the event that there shall not be
143	143	sufficient funds available for payment of all appropriations
144	144	hereinabove made, the following provisions shall be
145	145	applicable. In the event of such insufficiency in respect of
146	146	said revenues accruing to the Department of Transportation:
147	147	(1) the appropriation made for Debt Service in subdivisions
148	148	(a) and (b) hereof shall be paid in full, and (2) the
149	149	appropriations from the revenues accruing to the Department of
150	150	Transportation that are herein made for the purposes referred
151	151	to in subdivisions (a), (b) and (c) except for Debt Service,
152	152	hereof shall be allocated among the purposes referred to in

182	182	hereof shall be allocated among the purposes referred to in
183	183	said subdivisions in such order and with such priorities as
184	184	the Director of the Department of Transportation shall from
185	185	time to time direct. The funds appropriated in subdivisions
186	186	(a) and (c) hereof, for the matching federal funds, shall not
187	187	revert at the end of the fiscal year for which such
188	188	appropriations are made but shall remain available for the
189	189	purposes for which such appropriations were made. In addition
190	190	to all appropriations hereinabove made, there is hereby
191	191	appropriated to the Department of Transportation all federal
192	192	funds accruing thereto to be expended only for the purpose for
193	193	which such Funds are made available."
194	194	Section 5. This act shall become effective immediately
195	195	upon its passage and approval by the Governor, or its
196	196	otherwise becoming law.
