1515 SYNOPSIS:
1616 This bill makes supplemental appropriations for
1717 the fiscal year ending September 30, 2025: from Alabama
1818 State Board of Public Accountancy Fund to the Alabama
1919 State Board of Public Accountancy in the amount of
2020 $100,000; from Court Automation Fund to the Unified
2121 Judicial System in the amount of $12,789,146; from
2222 Advanced Technology and Data Exchange Fund to the
2323 Unified Judicial System in the amount of $7,656,820;
2424 and amends Act 2024-355, the General Fund Appropriation
2525 Bill for the fiscal year ending September 30, 2025, to
2626 increase the amount appropriated to the Alabama
2727 Department of Transportation for paying the principal
2828 of and interest on bonds issued for the purposes of
2929 public highways and bridges .

6666 Accountancy in the amount of $100,000; from Court Automation

7575 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
7676 Section 1. In addition to all other appropriations
7777 heretofore and hereafter made, there is hereby appropriated
7878 $100,000 from Alabama State Board of Public Accountancy Fund
7979 to the Alabama State Board of Public Accountancy for the
8080 fiscal year ending September 30, 2025.
8181 Section 2. In addition to all other appropriations
8282 heretofore and hereafter made, there is hereby appropriated
8383 $12,789,146 from Court Automation Fund to the Unified Judicial
8484 System for the fiscal year ending September 30, 2025.
8585 Section 3. In addition to all other appropriations
8686 heretofore and hereafter made, there is hereby appropriated
8787 $7,656,820 from Advanced Technology and Data Exchange Fund to
8888 the Unified Judicial System for the fiscal year ending
8989 September 30, 2025.
9090 Section 4. Section 3C of Act 2024-355, the General
9191 Appropriations Act for the fiscal year ending September 30,
9292 2025, is hereby amended as follows:

124124 There is hereby appropriated for payment of the
125125 principal of and the interest on all bonds heretofore or
126126 hereafter issued for public highways and bridge purposes, or
127127 either, by the State of Alabama, Alabama Federal Aid Highway
128128 Finance Authority, Alabama Highway Finance Corporation, or
129129 Alabama Industrial Access Road and Bridge Corporation, a total
130130 of $113,253,921 $126,253,921 or so much thereof as may be
131131 necessary for payment of said principal and interest at their
132132 respective maturities, of the revenues pledged for such
133133 payment. There is also hereby appropriated an amount not to
134134 exceed $25,000,000 as an annual contribution to the Alabama
135135 Transportation Infrastructure Bank, if needed, for payment of
136136 debt service. The Director of Transportation, with the consent
137137 of the Governor and the Director of Finance, shall have the
138138 authority to transfer any appropriation or any portion thereof
139139 between and among subdivisions (a), (b) and (c) of this
140140 section whenever such transfer shall be necessary to assure
141141 maximum utilization of federal matching funds which shall
142142 become available. In the event that there shall not be
143143 sufficient funds available for payment of all appropriations
144144 hereinabove made, the following provisions shall be
145145 applicable. In the event of such insufficiency in respect of
146146 said revenues accruing to the Department of Transportation:
147147 (1) the appropriation made for Debt Service in subdivisions
148148 (a) and (b) hereof shall be paid in full, and (2) the
149149 appropriations from the revenues accruing to the Department of
150150 Transportation that are herein made for the purposes referred
151151 to in subdivisions (a), (b) and (c) except for Debt Service,
152152 hereof shall be allocated among the purposes referred to in

182182 hereof shall be allocated among the purposes referred to in
183183 said subdivisions in such order and with such priorities as
184184 the Director of the Department of Transportation shall from
185185 time to time direct. The funds appropriated in subdivisions
186186 (a) and (c) hereof, for the matching federal funds, shall not
187187 revert at the end of the fiscal year for which such
188188 appropriations are made but shall remain available for the
189189 purposes for which such appropriations were made. In addition
190190 to all appropriations hereinabove made, there is hereby
191191 appropriated to the Department of Transportation all federal
192192 funds accruing thereto to be expended only for the purpose for
193193 which such Funds are made available."
194194 Section 5. This act shall become effective immediately
195195 upon its passage and approval by the Governor, or its
196196 otherwise becoming law.
