17	17	SYNOPSIS:
18	18	Under existing law, an individual who has lost
19	19	his or her right to vote by reason of conviction in a
20	20	state or federal court may have his or her right to
21	21	vote restored by the Boards of Pardons and Paroles if
22	22	he or she meets certain requirements.
23	23	This bill would require the Board of Pardons and
24	24	Paroles to post instruction on how individuals who have
25	25	lost their right to vote by reason of conviction and
26	26	who meet certain requirements for restoration of voting
27	27	rights may request restoration of their voting rights.
28	28	This bill would require the Board of Pardons and
29	29	Paroles to post on its website the names of each
30	30	individual whose voting rights have been restored by
31	31	the board and to notify the Secretary of State of the
32	32	names and addresses, if known, of these individuals.
33	33	This bill would also require the respective
34	34	boards of registrars, based on the information provided
35	35	by the Secretary of State, to reregister in certain
36	36	circumstances those individuals whose voting rights
37	37	have been restored.

71	71	Relating to voting; to add Section 17-3-31.1 to the
72	72	Code of Alabama 1975, to require the Board of Pardons and
73	73	Paroles to post procedures for requesting restoration of
74	74	voting rights for those individuals who have lost their voting
75	75	rights by reason of conviction; to require the Board of
76	76	Pardons and Paroles to post on its website and provide to the
77	77	Secretary of State the names of individuals whose voting
78	78	rights have been restored; and to require boards of registrars
79	79	to reregister certain individuals whose voting rights have
80	80	been restored.
81	81	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
82	82	Section 1. Section 17-3-31.1 is added to the Code of
83	83	Alabama 1975, to read as follows:
84	84	§17-3-31.1
85	85	(a) No later than September 1, 2026, the Board of
86	86	Pardons and Paroles and the Secretary of State shall jointly
87	87	develop and make available on each agency's website a form
88	88	with instructions for any individual who met one of the
89	89	criteria set forth in Section 15-22-36.1(a) prior to October
90	90	1, 2025, to apply for a Certificate of Eligibility to Register
91	91	to Vote. An individual may submit the form to the Board of
92	92	Pardons and Paroles for review pursuant to the requirements
93	93	set forth in Section 15-22-36.1(c).
94	94	(b) The Board of Pardons and Paroles shall post on the
95	95	board's website the name of each individual whose right to

125	125	board's website the name of each individual whose right to
126	126	vote has been restored pursuant to Section 15-22-36.1 and the
127	127	county in which the individual was last registered to vote or
128	128	the county of the individual's last known residence for any
129	129	individual who has never registered to vote prior to losing
130	130	his or her right to vote by reason of conviction in a state or
131	131	federal court.
132	132	(c)(1) The Board of Pardons and Paroles shall provide
133	133	the Secretary of State with an individual's address and the
134	134	date upon which the board restored the right to vote to an
135	135	individual who has lost his or her right to vote by reason of
136	136	conviction in a state or federal court.
137	137	(2) Notwithstanding subdivision (1), if an individual
138	138	who has had his or her right to vote restored pursuant to
139	139	Section 15-22-36.1 does not have a known address, the Board of
140	140	Pardons and Paroles shall notify the Secretary of State that
141	141	the individual's address is unknown.
142	142	(d) Upon receipt of information provided by the Board
143	143	of Pardons and Paroles pursuant to subsection (c), the
144	144	Secretary of State shall notify the individual and the board
145	145	of registrars of the county in which the individual resides of
146	146	the date upon which the board restored his or her right to
147	147	vote.
148	148	(e) The board of registrars of the county in which the
149	149	individual resides shall add the individual's name to the poll
150	150	list and notify the individual of the date that he or she is
151	151	eligible to vote. This subsection does not apply to any
152	152	individual who has had his or her right to vote restored but
153	153	has never registered to vote prior to losing his or her right
