1717 SYNOPSIS:
1818 Under existing law, an individual who has lost
1919 his or her right to vote by reason of conviction in a
2020 state or federal court may have his or her right to
2121 vote restored by the Boards of Pardons and Paroles if
2222 he or she meets certain requirements.
2323 This bill would require the Board of Pardons and
2424 Paroles to post instruction on how individuals who have
2525 lost their right to vote by reason of conviction and
2626 who meet certain requirements for restoration of voting
2727 rights may request restoration of their voting rights.
2828 This bill would require the Board of Pardons and
2929 Paroles to post on its website the names of each
3030 individual whose voting rights have been restored by
3131 the board and to notify the Secretary of State of the
3232 names and addresses, if known, of these individuals.
3333 This bill would also require the respective
3434 boards of registrars, based on the information provided
3535 by the Secretary of State, to reregister in certain
3636 circumstances those individuals whose voting rights
3737 have been restored.

7171 Relating to voting; to add Section 17-3-31.1 to the
7272 Code of Alabama 1975, to require the Board of Pardons and
7373 Paroles to post procedures for requesting restoration of
7474 voting rights for those individuals who have lost their voting
7575 rights by reason of conviction; to require the Board of
7676 Pardons and Paroles to post on its website and provide to the
7777 Secretary of State the names of individuals whose voting
7878 rights have been restored; and to require boards of registrars
7979 to reregister certain individuals whose voting rights have
8080 been restored.
8181 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
8282 Section 1. Section 17-3-31.1 is added to the Code of
8383 Alabama 1975, to read as follows:

8585 (a) No later than September 1, 2026, the Board of
8686 Pardons and Paroles and the Secretary of State shall jointly
8787 develop and make available on each agency's website a form
8888 with instructions for any individual who met one of the
8989 criteria set forth in Section 15-22-36.1(a) prior to October
9090 1, 2025, to apply for a Certificate of Eligibility to Register
9191 to Vote. An individual may submit the form to the Board of
9292 Pardons and Paroles for review pursuant to the requirements
9393 set forth in Section 15-22-36.1(c).
9494 (b) The Board of Pardons and Paroles shall post on the
9595 board's website the name of each individual whose right to

126126 vote has been restored pursuant to Section 15-22-36.1 and the
127127 county in which the individual was last registered to vote or
128128 the county of the individual's last known residence for any
129129 individual who has never registered to vote prior to losing
130130 his or her right to vote by reason of conviction in a state or
131131 federal court.
132132 (c)(1) The Board of Pardons and Paroles shall provide
133133 the Secretary of State with an individual's address and the
134134 date upon which the board restored the right to vote to an
135135 individual who has lost his or her right to vote by reason of
136136 conviction in a state or federal court.
137137 (2) Notwithstanding subdivision (1), if an individual
138138 who has had his or her right to vote restored pursuant to
139139 Section 15-22-36.1 does not have a known address, the Board of
140140 Pardons and Paroles shall notify the Secretary of State that
141141 the individual's address is unknown.
142142 (d) Upon receipt of information provided by the Board
143143 of Pardons and Paroles pursuant to subsection (c), the
144144 Secretary of State shall notify the individual and the board
145145 of registrars of the county in which the individual resides of
146146 the date upon which the board restored his or her right to
147147 vote.
148148 (e) The board of registrars of the county in which the
149149 individual resides shall add the individual's name to the poll
150150 list and notify the individual of the date that he or she is
151151 eligible to vote. This subsection does not apply to any
152152 individual who has had his or her right to vote restored but
153153 has never registered to vote prior to losing his or her right
