1515 SYNOPSIS:
1616 Existing law authorizes the Alabama State Law
1717 Enforcement Agency to issue driver licenses to foreign
1818 nationals.
1919 This bill would provide that a foreign national
2020 driver license may not be used for purposes of
2121 providing valid photo identification when voting.

2424 AN ACT
2525 Relating to foreign national driver licenses; to amend
2626 Section 32-6-10.1, Code of Alabama 1975, to provide that
2727 foreign national driver licenses may not be used as photo
2828 identification for voting purposes.
2929 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3030 Section 1. Section 32-6-10.1, Code of Alabama 1975, is
3131 amended to read as follows:
3232 "ยง32-6-10.1
3333 (a) For the purposes of this section, the following
3434 terms have the following meanings:
3535 (1) FOREIGN NATIONAL. An individual who is not a
3636 citizen of the United States.

6767 (2) LICENSE. An Alabama driver license, non-driver
6868 identification card, or vessel license.
6969 (b) The application for a license to be issued to a
7070 foreign national shall contain, in addition to the information
7171 on the established application, the applicant's country of
7272 origin and the expiration date of the acceptable form of
7373 immigration documentation as outlined in this section.
7474 (c) Applications for a foreign national license shall
7575 be processed only at driver license offices designated by the
7676 Secretary of the Alabama State Law Enforcement Agency.
7777 (d) The license issued to a foreign national shall
7878 include a designation that the license is issued to a foreign
7979 national in a manner set forth by the Secretary of the Alabama
8080 State Law Enforcement Agency on the license. The designation
8181 shall distinguish between foreign nationals with lawful
8282 permanent residence in the United States and foreign nationals
8383 whose authorized period of stay in the United States is
8484 temporary.
8585 (e) The license issued to a foreign national shall
8686 expire on the date of the expiration of the acceptable form of
8787 immigration documentation provided at the time of application.
8888 (f) In order for a foreign national to renew his or her
8989 license, the applicant must re-initiate the licensing process
9090 in the same manner as a first-time applicant.
9191 (g) Under no circumstances shall the agency issue a
9292 license for a period of less than 30 days.
9393 (h) A license issued pursuant to this section may not
9494 be presented or accepted for purposes of complying with
