1717 SYNOPSIS:
1818 This bill would prohibit law enforcement
1919 officers from using the four-point restraint, also
2020 known as the hog-tie position, to restrain an
2121 individual.
2222 This bill would require law enforcement agencies
2323 to adopt policies and procedures prohibiting the use of
2424 the four-point restraint.
2525 This bill would also provide criminal penalties
2626 for violations.

2929 AN ACT
3030 Relating to law enforcement; to prohibit the use of
3131 certain techniques by law enforcement officers; to require law
3232 enforcement agencies to adopt certain policies and procedures;
3333 and to provide criminal penalties for violations.
3434 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3535 Section 1. (a) For the purposes of this section, the
3636 following terms have the following meanings:
3737 (1) FOUR-POINT RESTRAINT. To restrain or confine an
3838 individual face-down on the ground by connecting or fastening

6969 the individual's hands and legs behind the individual's back.
7070 (2) LAW ENFORCEMENT AGENCY. As defined in Section
7171 36-21-40, Code of Alabama 1975.
7272 (3) LAW ENFORCEMENT OFFICER. As defined in Section
7373 36-21-40, Code of Alabama 1975.
7474 (b) A law enforcement officer shall not do either of
7575 the following:
7676 (1) Use a four-point restraint to detain, restrain, or
7777 transport any individual.
7878 (2) Place any individual in a face down position that
7979 restricts oxygen or blood flow to the individual's head or
8080 neck.
8181 (c) Each law enforcement agency shall include a
8282 prohibition against the use of four-point restraint in the
8383 agency's existing policies and procedures.
8484 (d) The use of four-point restraint in violation of
8585 this section is a Class A misdemeanor.
8686 Section 2. This act shall become effective on October
8787 1, 2025.
