15	15	SYNOPSIS:
16	16	Under existing law, the general and permanent
17	17	laws of the State of Alabama enacted subsequent to the
18	18	adoption and enactment of the Code of Alabama 1975,
19	19	including acts of the 1976 Regular Session of the
20	20	Legislature through the 2023 Second Special Session as
21	21	contained in the respective annual cumulative
22	22	supplements and replacement volumes to the code, have
23	23	been adopted and incorporated in a continuous and
24	24	systematic manner into the Code of Alabama 1975.
25	25	This bill would adopt and incorporate into the
26	26	Code of Alabama 1975, those general and permanent laws
27	27	of the state enacted during the 2024 Regular Session as
28	28	contained in the 2024 Cumulative Supplements to certain
29	29	volumes of the code and 2025 Replacement Volumes 16A,
30	30	18, and 18A.
31	31	This bill would adopt and incorporate into the
32	32	Code of Alabama 1975, the 2024 supplements to local law
33	33	volumes.
34	34	This bill would initially adopt and incorporate
35	35	into the Code of Alabama 1975, Volume 22N (Revised),
36	36	Local Laws, Pickens through Russell Counties.
37	37	This bill would make certain corrections to the
38	38	replacement volumes and volumes of the cumulative
39	39	supplements.

70	70	This bill would specify that this adoption and
71	71	incorporation constitute a continuous systematic
72	72	codification of the entire Code of Alabama 1975, and
73	73	would expressly provide that this act does not affect
74	74	2025 session statutes.
75	75	This bill would also specify the duties of the
76	76	Secretary of State regarding the custody of the
77	77	cumulative supplements and replacement volumes.

80	80	AN ACT
81	81	To adopt and incorporate into the Code of Alabama 1975,
82	82	those general and permanent laws of the state enacted during
83	83	the 2024 Regular Session, as contained in the 2024 Cumulative
84	84	Supplements to certain volumes of the code and 2025
85	85	Replacement Volumes 16A, 18, and 18A; and to adopt and
86	86	incorporate into the Code of Alabama 1975, the 2024 Cumulative
87	87	Supplements to local law volumes; to initially adopt and
88	88	incorporate into the Code of Alabama 1975, Volume 22N
89	89	(Revised), Local Laws, Pickens through Russell Counties; to
90	90	make corrections in certain volumes of the cumulative
91	91	supplements and replacement volumes; to specify that this
92	92	adoption and incorporation constitute a continuous systematic
93	93	codification of the entire Code of Alabama 1975, and that this
94	94	act is a law that adopts a code; to declare that the Code

124	124	act is a law that adopts a code; to declare that the Code
125	125	Publisher has certified that it has discharged its duties
126	126	regarding the replacement volumes; to expressly provide that
127	127	this act does not affect any 2025 session statutes; and to
128	128	specify the duties of the Secretary of State regarding the
129	129	custody of the cumulative supplements and replacement volumes.
130	130	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
131	131	Section 1. (a) Those general and permanent laws of the
132	132	state enacted during the 2024 Regular Session as contained in
133	133	the 2024 Cumulative Supplements to Volumes 3 to 16, inclusive,
134	134	Volumes 17 to 17B, inclusive, and Volumes 19 to 22A,
135	135	inclusive, and the 2025 Replacement Volumes 16A, 18, and 18A,
136	136	and the additions and deletions made by the Code Commissioner
137	137	for editorial purposes, as edited and published by Thomson
138	138	Reuters, as the Code Publisher, which volumes of the 2024
139	139	Cumulative Supplements and 2025 Replacement Volumes 16A, 18,
140	140	and 18A are identified and authenticated by the Great Seal of
141	141	the State of Alabama placed upon the front and back of each of
142	142	the volumes of the cumulative supplements and upon the first
143	143	inside page and the last inside page of the replacement
144	144	volumes, are adopted and incorporated into the Code of Alabama
145	145	1975.
146	146	(b) The following corrections are made:
147	147	(1) Section 6-5-481, Volume 5, page 610. To correct a
148	148	typographical error and to correctly reference the section
149	149	containing the defined term, in subdivision (7), replace
150	150	"Section 22-21-21" with "Section 22-21-20"
151	151	(2) Section 11-66A-7, 2024 Cumulative Supplement to
152	152	Volume 10, page 14. To correct a scrivener's error, in the

198	198	Volume 17B, page 68. For clarity and consistency, in
199	199	subdivision (e)(1) and in the first sentence of subdivision
200	200	(e)(2), replace "shall be guilty of a violation" with "shall
201	201	be guilty of a boating violation"
202	202	(7) Section 45-30-60, Volume 22G, page 233. To delete
203	203	Section 45-30-60 in its entirety, as this section was repealed
204	204	by implication in Sections 1 and 2 of Act 2024-269.
205	205	Section 2. Those local and permanent laws of the state
206	206	previously enacted and contained in initial Volume 22N
207	207	(Revised), Local Laws, Pickens through Russell Counties, and
208	208	the local and permanent laws pertaining to various counties
209	209	enacted during the 2024 Regular Session, as contained in the
210	210	2024 Cumulative Supplements to Volumes 22B, 22C, 22D, 22E,

240	240	2024 Cumulative Supplements to Volumes 22B, 22C, 22D, 22E,
241	241	22F, 22G, 22H, 22I, 22J, 22K, 22L, and 22M, and the 2024
242	242	Regular Session additions and deletions made by the Code
243	243	Commissioner for editorial purposes, as edited and published
244	244	by Thomson Reuters, as the Code Publisher, which volumes of
245	245	the 2024 Cumulative Supplements are identified and
246	246	authenticated by the Great Seal of the State of Alabama placed
247	247	upon the front and back of each of the volumes of the
248	248	cumulative supplements, are adopted and incorporated into the
249	249	Code of Alabama 1975.
250	250	Section 3. The adoption and incorporation of the
251	251	supplements and replacement volumes specified in this act
252	252	shall constitute a continuous systematic codification of the
253	253	entire Code of Alabama 1975, for purposes of Section 85 of the
254	254	Constitution of Alabama of 2022. This act is a law that adopts
255	255	a code for the purposes of Section 45 of the Constitution of
256	256	Alabama of 2022. Notwithstanding the foregoing, nothing in
257	257	this act shall be deemed to codify any provision of law that
258	258	was adopted in violation of any provision of the Constitution
259	259	of Alabama of 2022, establishing requirements for, or
260	260	limitations on, the enactment of a law.
261	261	Section 4. It is declared that Thomson Reuters, as the
262	262	Code Publisher, has certified that it has discharged its
263	263	duties and responsibilities to edit and publish 2025
264	264	Replacement Volumes 16A, 18, and 18A of the Code of Alabama
265	265	1975, by combining the material in the previous bound volumes
266	266	with the material contained in the cumulative supplements
267	267	without making substantive changes, but making, under the
268	268	supervision and pursuant to the direction of the Code

298	298	supervision and pursuant to the direction of the Code
299	299	Commissioner, nonsubstantive changes and corrections as may
300	300	have resulted from changes in reference numbers, changes of
301	301	names and titles of governmental departments, agencies, and
302	302	officers, typographical errors, grammatical changes, and
303	303	misspellings.
304	304	Section 5. The adoption of this act shall not repeal,
305	305	supersede, amend, or in any other way affect any statute
306	306	enacted into law during any 2025 session of the Legislature.
307	307	Section 6. Upon passage and approval of this act, the
308	308	duly authenticated volumes of the 2024 Cumulative Supplements
309	309	and the 2025 Replacement Volumes 16A, 18, and 18A shall be
310	310	transmitted to the Secretary of State, who shall file the
311	311	volumes of the supplements and the replacement volumes in that
312	312	office. The volumes of the supplements and replacement volumes
313	313	shall not be removed from the Office of the Secretary of
314	314	State, but the Secretary of State, upon request, under proper
315	315	certificate and seal of that office, shall certify any part or
316	316	parts thereof upon payment of the fee specified by law for
317	317	similar services.
318	318	Section 7. This act shall become effective immediately.
