1515 SYNOPSIS:
1616 Under existing law, certain households are
1717 categorically eligible for Supplemental Nutrition
1818 Assistance Program (SNAP) benefits because of their
1919 eligibility for other public assistance, benefits, or
2020 services, including certain noncash or in-kind
2121 benefits.
2222 This bill would prohibit the State Department of
2323 Human Resources from granting categorical eligibility
2424 for SNAP benefits, except as where required by federal
2525 law.
2626 This bill would also prohibit the department
2727 from applying gross income standards for eligibility
2828 for food assistance at an amount higher than as
2929 specified in federal law.

6666 gross income standards for eligibility for food assistance.
6767 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
6868 Section 1. Except as otherwise required by federal law,
6969 the State Department of Human Resources may not:
7070 (1) Apply gross income standards for food assistance,
7171 including the Supplemental Nutrition Assitance Program (SNAP),
7272 higher than the standards specified in 7 U.S.C. ยง 2014(c); or
7373 (2) Grant categorical eligibility for food assistance
7474 or SNAP benefits that exempts households from the gross income
7575 standard under subdivision (1) for any noncash, in-kind, or
7676 other benefit.
7777 Section 2. This act shall become effective on October
7878 1, 2025.
