1515 SYNOPSIS:
1616 This bill would require the publication of
1717 certain state expenditures to a public blockchain and
1818 would provide for the creation of a strategic plan to
1919 implement this requirement.

2323 Relating to the publication of certain state
2424 expenditures to a public blockchain; and to provide for the
2525 creation of a strategic plan to implement this requirement.
2626 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2727 Section 1. The following terms have the following
2828 meanings:
2929 (1) BLOCKCHAIN. Data that is shared across a network to
3030 create a ledger of verified transactions or information among
3131 network participants linked using cryptography to maintain the
3232 integrity of the ledger and to execute other functions and
3333 distributed among network participants in an automated fashion
3434 to concurrently update network participants on the state of
3535 the ledger and any other functions.
3636 (2) PUBLIC EXPENDITURES. Any transfer of monies from

6666 (2) PUBLIC EXPENDITURES. Any transfer of monies from
6767 the State of Alabama to a private person for the payment of
6868 goods or services that is a public record pursuant to Section
6969 36-12-40, Code of Alabama 1975.
7070 Section 2. (a) Beginning October 1, 2030, the
7171 Comptroller shall publish all public expenditures exceeding
7272 one thousand dollars ($1,000) to a public blockchain, as
7373 provided by rule of the Department of Finance. The Comptroller
7474 may contract with any public or private entity to implement
7575 this act.
7676 (b) No later than September 30, 2027, the Department of
7777 Finance, in consultation with the Office of Information
7878 Technology, shall develop and submit to the Governor a
7979 strategic plan to implement subsection (a).
8080 (c) The strategic plan shall include, but not be
8181 limited to, recommendations to the Legislature on legislation
8282 or funding required to implement this act.
8383 (d) The Governor shall approve the strategic plan by
8484 December 31, 2027. No later than January 10, 2028, the
8585 Department of Finance shall publish a copy of the approved
8686 strategic plan on its website and provide a copy of the plan
8787 to all members of the Legislature.
8888 (e) Nothing in this act shall be construed to require
8989 that the Department of Finance solely use blockchain
9090 technology for the purposes of tracking state expenditures.
9191 Section 3. This act shall become effective on October
9292 1, 2025.
