15	15	SYNOPSIS:
16	16	This bill would require the publication of
17	17	certain state expenditures to a public blockchain and
18	18	would provide for the creation of a strategic plan to
19	19	implement this requirement.
20	20	A BILL
21	21	TO BE ENTITLED
22	22	AN ACT
23	23	Relating to the publication of certain state
24	24	expenditures to a public blockchain; and to provide for the
25	25	creation of a strategic plan to implement this requirement.
26	26	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
27	27	Section 1. The following terms have the following
28	28	meanings:
29	29	(1) BLOCKCHAIN. Data that is shared across a network to
30	30	create a ledger of verified transactions or information among
31	31	network participants linked using cryptography to maintain the
32	32	integrity of the ledger and to execute other functions and
33	33	distributed among network participants in an automated fashion
34	34	to concurrently update network participants on the state of
35	35	the ledger and any other functions.
36	36	(2) PUBLIC EXPENDITURES. Any transfer of monies from

66	66	(2) PUBLIC EXPENDITURES. Any transfer of monies from
67	67	the State of Alabama to a private person for the payment of
68	68	goods or services that is a public record pursuant to Section
69	69	36-12-40, Code of Alabama 1975.
70	70	Section 2. (a) Beginning October 1, 2030, the
71	71	Comptroller shall publish all public expenditures exceeding
72	72	one thousand dollars ($1,000) to a public blockchain, as
73	73	provided by rule of the Department of Finance. The Comptroller
74	74	may contract with any public or private entity to implement
75	75	this act.
76	76	(b) No later than September 30, 2027, the Department of
77	77	Finance, in consultation with the Office of Information
78	78	Technology, shall develop and submit to the Governor a
79	79	strategic plan to implement subsection (a).
80	80	(c) The strategic plan shall include, but not be
81	81	limited to, recommendations to the Legislature on legislation
82	82	or funding required to implement this act.
83	83	(d) The Governor shall approve the strategic plan by
84	84	December 31, 2027. No later than January 10, 2028, the
85	85	Department of Finance shall publish a copy of the approved
86	86	strategic plan on its website and provide a copy of the plan
87	87	to all members of the Legislature.
88	88	(e) Nothing in this act shall be construed to require
89	89	that the Department of Finance solely use blockchain
90	90	technology for the purposes of tracking state expenditures.
91	91	Section 3. This act shall become effective on October
92	92	1, 2025.
