18	18	Relating to Class 1 municipalities; to provide for an
19	19	adjustment in the salaries of city council members at the
20	20	beginning of the next term to equal the median household
21	21	income of the municipality; to require the municipality to
22	22	publish the salaries on the official website; and to repeal
23	23	Act 87-797 of the 1987 Regular Session (Acts 1987, p. 1570),
24	24	authorizing the city council of cities having a population of
25	25	300,000 or more to set the salary for members of the city
26	26	council, Sections 11-43-7.1 and 11-43-7.2, Code of Alabama
27	27	1975, providing for an expense allowance for members of the
28	28	city council of a Class 1 municipality, Section 11-43-7.3,
29	29	Code of Alabama 1975, providing for a salary for members of
30	30	the city council in a Class 1 municipality, Section 11-43-66,
31	31	Code of Alabama 1975, authorizing the city council to increase
32	32	compensation of the members of the city council in a Class 1
33	33	municipality, and Section 45-37A-52.54, Code of Alabama 1975,
34	34	providing for a salary for the members of the Birmingham City
35	35	Council.
36	36	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
37	37	Section 1. (a) This section shall only apply in Class 1

67	67	Section 1. (a) This section shall only apply in Class 1
68	68	municipalities.
69	69	(b)(1) The annual salary for each member of the city
70	70	council shall equal the median household income of the Class 1
71	71	municipality rounded up to the nearest thousand, based on data
72	72	from the U.S. Census Bureau for the most recent year available
73	73	on November 3, 2025, as determined by the city budget office.
74	74	(2) The salary provided in subdivision (1) shall
75	75	constitute the total salary payable to members of the city
76	76	council and shall supersede any other expense allowance,
77	77	salary, or other compensation for city council members
78	78	provided by law.
79	79	(c) The salary of the city council members shall be
80	80	published on the official website of the municipality in a
81	81	form that is readily available for the public to view.
82	82	Section 2. The following are repealed:
83	83	(1) Act 87-797 of the 1987 Regular Session (Acts 1987,
84	84	p. 1570), authorizing the city council of cities having a
85	85	population of 300,000 or more to set the salary for members of
86	86	the city council.
87	87	(2) Sections 11-43-7.1 and 11-43-7.2, Code of Alabama
88	88	1975, providing for an expense allowance for members of the
89	89	city council of a Class 1 municipality.
90	90	(3) Section 11-43-7.3, Code of Alabama 1975, providing
91	91	for a salary for members of the city council in a Class 1
92	92	municipality.
93	93	(4) Section 11-43-66, Code of Alabama 1975, authorizing
94	94	the city council to increase compensation of the members of
95	95	the city council in a Class 1 municipality.
