1717 AN ACT
1818 Relating to Class 1 municipalities; to provide for an
1919 adjustment in the salaries of city council members at the
2020 beginning of the next term to equal the median household
2121 income of the municipality; to require the municipality to
2222 publish the salaries on the official website; and to repeal
2323 Act 87-797 of the 1987 Regular Session (Acts 1987, p. 1570),
2424 authorizing the city council of cities having a population of
2525 300,000 or more to set the salary for members of the city
2626 council, Sections 11-43-7.1 and 11-43-7.2, Code of Alabama
2727 1975, providing for an expense allowance for members of the
2828 city council of a Class 1 municipality, Section 11-43-7.3,
2929 Code of Alabama 1975, providing for a salary for members of
3030 the city council in a Class 1 municipality, Section 11-43-66,
3131 Code of Alabama 1975, authorizing the city council to increase
3232 compensation of the members of the city council in a Class 1
3333 municipality, and Section 45-37A-52.54, Code of Alabama 1975,
3434 providing for a salary for the members of the Birmingham City
3535 Council.
3636 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3737 Section 1. (a) This section shall only apply in Class 1

6767 Section 1. (a) This section shall only apply in Class 1
6868 municipalities.
6969 (b)(1) The annual salary for each member of the city
7070 council shall equal the median household income of the Class 1
7171 municipality rounded up to the nearest thousand, based on data
7272 from the U.S. Census Bureau for the most recent year available
7373 on November 3, 2025, as determined by the city budget office.
7474 (2) The salary provided in subdivision (1) shall
7575 constitute the total salary payable to members of the city
7676 council and shall supersede any other expense allowance,
7777 salary, or other compensation for city council members
7878 provided by law.
7979 (c) The salary of the city council members shall be
8080 published on the official website of the municipality in a
8181 form that is readily available for the public to view.
8282 Section 2. The following are repealed:
8383 (1) Act 87-797 of the 1987 Regular Session (Acts 1987,
8484 p. 1570), authorizing the city council of cities having a
8585 population of 300,000 or more to set the salary for members of
8686 the city council.
8787 (2) Sections 11-43-7.1 and 11-43-7.2, Code of Alabama
8888 1975, providing for an expense allowance for members of the
8989 city council of a Class 1 municipality.
9090 (3) Section 11-43-7.3, Code of Alabama 1975, providing
9191 for a salary for members of the city council in a Class 1
9292 municipality.
9393 (4) Section 11-43-66, Code of Alabama 1975, authorizing
9494 the city council to increase compensation of the members of
9595 the city council in a Class 1 municipality.
