15	15	SYNOPSIS:
16	16	This bill would require the State Board of
17	17	Education to develop a cyber safety education program
18	18	focusing on Internet safety, cyberbullying, and
19	19	sexting.
20	20	This bill would require the program to be
21	21	annually presented by school resource officers to each
22	22	public middle school and high school.
23	23	This bill would provide parameters for the
24	24	curriculum of the program and the training of
25	25	instructors.
26	26	This bill would also require the state board to
27	27	adopt appropriate rules and local boards of education
28	28	to implement the program.

31	31	AN ACT
32	32	Relating to public K-12 education; to require the State
33	33	Board of Education to create a cyber safety education program;
34	34	to provide parameters for the curriculum of the program and
35	35	the training of instructors; and to require the state board to
36	36	adopt rules and local boards of education to implement the

67	67	program.
68	68	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
69	69	Section 1. (a)(1) The State Board of Education shall
70	70	develop a cyber safety education program focusing on the
71	71	hazards of the Internet, cyberbullying, and sexting, and
72	72	providing tips for safe Internet use.
73	73	(2) The program shall be presented annually at each
74	74	public middle school and high school.
75	75	(b) The program shall include, but not be limited to,
76	76	the following instruction:
77	77	(1) Alabama laws related to Internet safety,
78	78	cyberbullying, sexting, and child pornography.
79	79	(2) Information about the hazards and potential
80	80	consequences of sexting including, but not limited to:
81	81	a. How digital files can be easily saved and
82	82	distributed to others without the knowledge or permission of
83	83	the sender;
84	84	b. An explanation of how images sent through messaging
85	85	services that advertise disappearing pictures could still be
86	86	retained without the sender's knowledge;
87	87	c. Mental health risks;
88	88	d. That images posted online may be seen years later
89	89	with embarrassing or damaging consequences; and
90	90	e. How Alabama child pornography laws could be
91	91	implicated by sexting.
92	92	(3) Resources available to an individual whose private
93	93	information or photos are shared including, but not limited
94	94	to, mental health resources, legal resources, and the National

124	124	to, mental health resources, legal resources, and the National
125	125	Center for Missing and Exploited Children's "Take it Down"
126	126	service.
127	127	(4) Information about the hazards and potential
128	128	consequences of cyberbullying including, but not limited to:
129	129	a. A discussion of how cyberbullying can impact the
130	130	mental and physical health of a victim;
131	131	b. Resources for victims of cyberbullying;
132	132	c. An explanation of possible penalties of
133	133	cyberbullying, including when cyberbullying could result in
134	134	school discipline; and
135	135	d. How to report cyberbullying.
136	136	(5) General Internet and social media safety tips
137	137	including, but not limited to, information about the risks
138	138	associated with posting personal information online,
139	139	interacting with unfamiliar individuals, and the use of
140	140	location services.
141	141	(6) Any other information, advice, or resources related
142	142	to cyber safety deemed relevant by the board.
143	143	(c) The program shall be administered by school
144	144	resource officers. The board shall develop a process to train
145	145	school resource officers to administer the program.
146	146	(d) The State Board of Education shall adopt rules to
147	147	implement and administer this section. Each local board of
148	148	education shall adopt policies to implement the cyber security
149	149	education program.
150	150	Section 2. This act shall become effective on October
151	151	1, 2025.
