1515 SYNOPSIS:
1616 This bill would require the State Board of
1717 Education to develop a cyber safety education program
1818 focusing on Internet safety, cyberbullying, and
1919 sexting.
2020 This bill would require the program to be
2121 annually presented by school resource officers to each
2222 public middle school and high school.
2323 This bill would provide parameters for the
2424 curriculum of the program and the training of
2525 instructors.
2626 This bill would also require the state board to
2727 adopt appropriate rules and local boards of education
2828 to implement the program.

3232 Relating to public K-12 education; to require the State

6868 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
6969 Section 1. (a)(1) The State Board of Education shall
7070 develop a cyber safety education program focusing on the
7171 hazards of the Internet, cyberbullying, and sexting, and
7272 providing tips for safe Internet use.
7373 (2) The program shall be presented annually at each
7474 public middle school and high school.
7575 (b) The program shall include, but not be limited to,
7676 the following instruction:
7777 (1) Alabama laws related to Internet safety,
7878 cyberbullying, sexting, and child pornography.
7979 (2) Information about the hazards and potential
8080 consequences of sexting including, but not limited to:
8181 a. How digital files can be easily saved and
8282 distributed to others without the knowledge or permission of
8383 the sender;
8484 b. An explanation of how images sent through messaging
8585 services that advertise disappearing pictures could still be
8686 retained without the sender's knowledge;
8787 c. Mental health risks;
8888 d. That images posted online may be seen years later
8989 with embarrassing or damaging consequences; and
9090 e. How Alabama child pornography laws could be
9191 implicated by sexting.
9292 (3) Resources available to an individual whose private
9393 information or photos are shared including, but not limited
9494 to, mental health resources, legal resources, and the National

125125 Center for Missing and Exploited Children's "Take it Down"
126126 service.
127127 (4) Information about the hazards and potential
128128 consequences of cyberbullying including, but not limited to:
129129 a. A discussion of how cyberbullying can impact the
130130 mental and physical health of a victim;
131131 b. Resources for victims of cyberbullying;
132132 c. An explanation of possible penalties of
133133 cyberbullying, including when cyberbullying could result in
134134 school discipline; and
135135 d. How to report cyberbullying.
136136 (5) General Internet and social media safety tips
137137 including, but not limited to, information about the risks
138138 associated with posting personal information online,
139139 interacting with unfamiliar individuals, and the use of
140140 location services.
141141 (6) Any other information, advice, or resources related
142142 to cyber safety deemed relevant by the board.
143143 (c) The program shall be administered by school
144144 resource officers. The board shall develop a process to train
145145 school resource officers to administer the program.
146146 (d) The State Board of Education shall adopt rules to
147147 implement and administer this section. Each local board of
148148 education shall adopt policies to implement the cyber security
149149 education program.
150150 Section 2. This act shall become effective on October
151151 1, 2025.
