1825 SJR____ RECOGNIZING FEBRUARY 2025 AS THE AMERICAN HEART
1926 MONTH.
2027 WHEREAS, more than 350,000 people experience cardiac
2128 arrest outside of a hospital each year and about 70 percent
2229 of these occur at home; only about one in 10 survive; and
2330 more than 23,000 children under the age of 18 experience
2431 cardiac arrest outside of a hospital each year in the United
2532 States and almost 40 percent of these are sports related;
2633 and
2734 WHEREAS, cardiopulmonary resuscitation (CPR),
2835 especially if performed immediately, can double or triple a
2936 person's chance of survival; only about 46 percent of people
3037 who experience cardiac arrest receive CPR from people nearby
3138 while waiting for emergency responders to arrive; and
3239 WHEREAS, there are effective solutions to this
3340 problem, including awareness and education to have cardiac
3441 emergency response plans in place and CPR education and
3542 automated external defibrillator (AED) training and
3643 accessibility; and
3744 WHEREAS, knowing how to properly perform CPR has
3845 encouraged more people to act when faced with a cardiac
3946 emergency and to save more lives from cardiac arrest outside
4047 of a hospital; we must increase the number of people who
4148 respond to cardiac arrest by calling 911, delivering

7481 WHEREAS, the American Heart Association has set a
7582 goal of doubling the survival of cardiac arrest by 2030 by
7683 turning bystanders into lifesavers, so that everyone,
7784 everywhere is prepared and empowered to become a vital link
7885 in the chain of survival and by being prepared to provide
7986 CPR in response to a cardiac emergency; now therefore,
8087 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
8188 HOUSES THEROF CONCURRING, That in celebration of American
8289 Heart Month, we urge every household to join the Nation of
8390 Lifesavers and learn to administer CPR.
