1615 SJR___ SUPPORTING THE ACQUISITION AND SECURE STORAGE OF
1716 URANIUM-233 IN ALABAMA.
1817 WHEREAS, the State of Alabama has a proud history of
1918 supporting scientific innovation, national security, and
2019 economic development; and
2120 WHEREAS, uranium-233 (U-233), a rare and valuable
2221 nuclear material created from natural thorium, represents a
2322 significant resource for research, energy advancement, and
2423 national interests; and
2524 WHEREAS, U-233 is currently stored at Oak Ridge
2625 National Laboratory in Tennessee; and
2726 WHEREAS, advanced nuclear reactors, including those
2827 utilizing thorium and U-233, hold immense promise for the
2928 future of energy, offering high potential as safer, more
3029 economical, and environmentally sustainable alternatives to
3130 traditional systems; and
3231 WHEREAS, these cutting-edge technologies align with
3332 Alabama's growing reputation as a hub for innovation,
3433 bolstered by the presence of pioneering nuclear development
3534 already operating within the state; and
3635 WHEREAS, the safe management, storage, and potential
3736 utilization of U-233 require a location with robust
3837 infrastructure, a skilled workforce, and a commitment to

6766 infrastructure, a skilled workforce, and a commitment to
6867 environmental stewardship, all of which Alabama possesses in
6968 abundance; and
7069 WHEREAS, relocating U-233 to Alabama would not only
7170 create high-quality jobs and attract federal investment, but
7271 also support Alabama companies by providing critical
7372 materials for advanced reactor development and encouraging
7473 further private investment and the relocation of like-minded
7574 businesses to the state; and
7675 WHEREAS, it is in the interest of the State of
7776 Alabama to take advantage of this opportunity to strengthen
7877 its economy, enhance its leadership in next-generation
7978 energy solutions, and elevate its national standing; and
8079 WHEREAS, the congressional delegation of the State of
8180 Alabama has already demonstrated admirable leadership on
8281 this issue and has worked diligently to understand the U.S.
8382 Department of Energy's parameters of the preservation of
8483 this material; now therefore,
8584 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
8685 HOUSES THEREOF CONCURRING, That this body hereby declares
8786 its support for the State of Alabama to receive uranium-233
8887 currently stored at Oak Ridge National Laboratory in
8988 Tennessee into a secure storage facility.
9089 (a) The Alabama Congressional Delegation is urged to
9190 collaborate with federal authorities, including the U.S.
9291 Army Corps of Engineers, the Tennessee Valley Authority, and
9392 the U.S. Department of Energy, to facilitate the transfer of
9493 U-233 to a suitable facility within the State of Alabama,

123122 U-233 to a suitable facility within the State of Alabama,
124123 ensuring compliance with all safety, security, and
125124 regulatory standards.
126125 (b) The Governor of Alabama is encouraged to
127126 establish a task force, in coordination with relevant state
128127 agencies, Alabama-based MSR developers, and other
129128 stakeholders, to identify appropriate sites, assess
130129 infrastructure needs, and develop a plan for the secure and
131130 productive management of U-233 in support of advanced
132131 reactor technologies.
133132 (c) This resolution shall serve as a formal
134133 expression of Alabama's readiness and capability to harness
135134 the potential of U-233, and foster a thriving ecosystem of
136135 innovation that leverages the safety, efficiency, and
137136 economic advantages of advanced reactors for the benefit of
138137 the state and the nation.
139138 BE IT FURTHER RESOLVED, That copies of this
140139 resolution be transmitted to the Governor of Alabama, the
141140 Alabama Congressional Delegation, the U.S. Army Corps of
142141 Engineers, the Tennessee Valley Authority, the U.S.
143142 Department of Energy, and the leadership of Oak Ridge
