SJR___ NAMING A PORTION OF STATE ROUTE 81 IN MACON COUNTY
THE ANDREW PRESTON HORNSBY, SR. MEMORIAL HIGHWAY.
WHEREAS, it is with the highest accolade that this
body honors the exemplary service and contributions of
Andrew Preston Hornsby, Sr. by requesting the Department of
Transportation designate the one-mile segment of State Route
81 from Mile Marker 2.958 to 1.958 in Macon County the
Andrew Preston Hornsby, Sr. Memorial Highway; and
WHEREAS, Preston Hornsby served the residents of
Macon County as a State Trooper before and after World War
II; he then was elected Sheriff, winning his first election
by only one vote and serving in that role for 14 years; he
worked to improve the racial tensions in the county, hiring
the first Black deputy in Alabama in 1962; he was president
of the Alabama Sheriffs Association and the Alabama Peace
Officers' Association before being elected as the Judge of
Probate for Macon County, serving 24 years; and
WHEREAS, Judge Hornsby was progressive in his views
on racial issues at the time, and he made enemies by hiring
the Black deputy and upholding the desegregation of Tuskegee
High School, defying Governor Wallace; he began attending
the meetings of the Macon County Civic Association and
openly soliciting Black voters; in retaliation, the Ku Klux
Klan hanged him in effigy in the courthouse square; and

WHEREAS, Judge Hornsby used his position and
influence to provide African Americans in the county to use
their vote at the local level for a more just government; he
was married to Margaret Hornsby for 58 years until his
passing on July 26, 1997; their union was blessed with four
children, Charlotte McCartney, Andy Hornsby, Jane
Kourkoulis, and Susan Crisp, and six grandchildren; now
therefore,
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
HOUSES THEREOF CONCURRING, That to honor his many years of
public service and the significant impact he made in Macon
County, the one-mile segment of State Route 81 from mile
marker 2.958 to 1.958 is hereby named the Andrew Preston
Hornsby, Sr. Memorial Highway.
